RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Agreement with Western Youth Services for provision of Behavioral Health Training Services, for the period of October 1, 2019, through June 30, 2022, for a total maximum obligation not to exceed $1,425,000.

 

2.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the Health Care Agency Director or designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amount for the first year of the contract, for the entire term of the contract, including renewals, and within the scope of work set forth in the contract.  The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer. The contingency provision would be exercised in the event there is an increase in the projected services needed for the clients being served.

3.

Authorize the Health Care Agency Director, or designee, to execute the Agreement as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the selection of and Agreement with Western Youth Services for Behavioral Health Training Services will provide mental health trainings that support a greater understanding of mental illness in the community.

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) released a Request for Proposals (RFP) for Behavioral Health Training Services on February 21, 2019, via BidSync, inviting qualified organizations to submit proposals to provide these services effective October 1, 2019. There were four responders to the RFP. An evaluation panel consisting of one HCA representative and two non-HCA representatives evaluated the proposals and recommended award of agreement to Western Youth Services (WYS). Department staff have conducted due diligence on the vendor. Reference checks were satisfactory and completed with City of Mission Viejo, Hoag Memorial Hospital, California State University, Fullerton and Anaheim Elementary School District regarding similar projects. Please see the RFP Scoring Summary (Attachment C). The proposed Agreement will allow the services to continue through June 30, 2022, at level funding.

 

Between August and September 2018, HCA facilitated a series of community engagement meetings to prioritize behavioral health needs in the county. As a result, several strategic priorities were established including provision of behavioral health trainings for the community.

 

The goal of this Agreement is to provide behavioral health training services to community members utilizing in-person and online instruction to reach a broad range of audiences. The WYS Training Collaborative service delivery model will provide subject matter experts to train the community on behavioral health focused topics using four subcontractors with WYS training staff. Trainings will include Mental Health First Aid for Youth or Adults, recognizing signs and symptoms of mental health disorders, working with culturally diverse populations and other behavioral health themes. WYS will use their website to promote and register for trainings and encourage community feedback for training needs through Community Training Forums both live and on social media. All materials will be pre-approved by HCA prior to advertisement or distribution. WYS will also reach out to clinical and non-clinical providers to offer training topics at their sites, community locations and online. Trainings will be offered in the six threshold languages and American Sign Language as needed. These training services will augment the mental health trainings available to the community, including to Integrated Services partners.

 

Trainings will target the following audiences:

           

1.

Community-Based: Open to the general public who are seeking information about behavioral health and will be facilitated in community locations across Orange County including Family Resource Centers, schools and community centers.

 

2.

Non-Clinical Providers: Focus on members of the community who interact with or provide services for those experiencing a behavioral health issue. These providers may include public or private schools, child-care sites, colleges/universities, veteran service agencies, law enforcement, probation/parole, homeless or housing providers, shelters, religious leaders/faith-based centers and businesses.

 

3.

Clinical Providers: Focus on members of the community who currently work in behavioral or physical health and request training to increase their knowledge of specific behavioral health areas. These providers may include hospital staff, nurses, doctors, licensed clinicians, community-based organizations with clinical programs and community medical providers.

PROPOSED PERFORMANCE OUTCOMES

A minimum of 75 percent of participants will demonstrate an increase in learning.

 

A pre- and post-test to measure increased knowledge and understanding of the topics delivered will be administered for each training or workshop. WYS will have subcontracts with other agencies who will provide behavioral health focused trainings for specific populations or specific topics for an estimated amount of $221,730. See Attachment B for Contract Summary Form.

 

The proposed Agreement contains a contingency provision that authorizes the HCA Director or designee, throughout the term of the Agreement, to exercise a contingency agreement funding increase of 10 percent of Period One's maximum obligation. The contingency provision would be exercised in the event Mental Health Services Act expansion funds become available for program services.

 

HCA requests that your Honorable Board of Supervisors approve the selection of and Agreement with WYS for provision of Behavioral Health Training Services as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement are included in the FY 2019-20 Budget and will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, the Agreement contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
