RECOMMENDED ACTION(S)

Find that the subject project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 of the CEQA Guidelines. |

Approve plans and specifications for the Hall of Administration 5th Floor Security and Access Project as filed at the office of OC Public Works/OC Facilities, a copy of which is also on file at the Clerk of the Board's Office. |

SUMMARY:
Approval of the plans and specifications for the Security and Access Project at the Hall of Administration 5th floor lobby and authorization to advertise the project for bids will support providing the public with more direct access to the emergency exit stairwells and support compliance with the Santa Ana Fire Department Inspection Report.
BACKGROUND INFORMATION:
This project is in response to a Santa Ana Fire Department Inspection Report notice that was issued in January 2007 regarding improving stairwell access for emergency egress. Compliance was achieved on an interim basis through temporary changes to access routes. The proposed project will implement a permanent solution to this issue and provide better egress access, security, and space utilization of the 5th floor lobby.
The permanent solution developed by Wayne Siu Architects provides the remodel of the doors, partitions, and receptionist area in the lobby. The remodel work will be conducted during non-business hours. The estimated project cost is $455,000.
The project will provide the public with unrestricted access to the emergency stairwell exits on each side of the lobby. The controlled access security doors and reception desk will be relocated to provide safer public access.
Compliance with CEQA: The subject project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 of the CEQA guidelines.
