RECOMMENDED ACTION(S):

SUMMARY:
Adopting the Resolutions will satisfy the requirements of Streets and Highways Code Section 1704 in declaring Moulton Parkway, Ridge Route Drive, and Santa Maria are no longer a County Highway and relinquishing jurisdiction back to the Cities of Laguna Hills and Laguna Woods as the Moulton Parkway Widening Project has been completed.
BACKGROUND INFORMATION:
This Moulton Parkway Widening Project was located within the Cities of Laguna Hills and Laguna Woods. Your Board approved Resolution No. 98-296 with the City of Laguna Hills and Resolution No. 09-100 with the City of Laguna Woods on August 11, 1998 and June 23, 2009, respectively. Both Resolutions declared portions of Moulton Parkway, Ridge Route Drive, and Santa Maria as a County Highway for the purpose of making Project improvements. The County administered the design, advertisement, and construction of the Project.
On June 23, 2009, your Board approved the bid documents and authorized the Clerk of the Board to advertise the project for bids. On September 22, 2009, your Board accepted the low bid and awarded the construction contract to Ortiz Enterprises, Incorporated. Construction work was completed on May 18, 2011 and the Notice of Completion was recorded on August 4, 2011. Since the improvements have been completed, OC Public Works recommends relinquishing jurisdiction back to the cities and the completed improvements will be owned and maintained by the Cities of Laguna Hills and Laguna Woods within their respective jurisdictions.
Compliance with CEQA: On September 22, 2009, Final EIR 542, previously adopted by the Board on June 23, 2009 and Addendum IP 09-048, together were found adequate to satisfy the requirements of CEQA and were approved for this project.
