SUMMARY:
Adopting Resolution to approve the Orange County Traffic Committee's report and establish a 55 mph speed limit on Crown Valley Parkway will support traffic safety and continued radar enforcement.
BACKGROUND INFORMATION:
At the June 16, 2011 Orange County Traffic Committee meeting, the following item was agendized to address traffic safety:

Request to establish speed limit on Crown Valley Parkway between Mission Viejo City Limits and Antonio Parkway in the Ladera Ranch area. |
A new Engineering and Traffic Survey (E&TS) for this roadway was conducted to determine a speed that is safe and reasonable. The California Vehicle Code (CVC) requires E&TS's to be conducted periodically to post a speed limit and allow enforcement by radar. The E&TS is valid for a period of up to 10 years. Speed limits are established per CVC requirements and per California Manual on Uniform Traffic Control Devices (CA MUTCD) guidelines. State law requires the posted speed limit to be established at the nearest 5 mph increment to the measured 85th percentile speed. The 85th percentile speed is defined as the speed at with 85 percent of the traffic is traveling. A 5 mph reduction may be considered based on highway, traffic, and roadside conditions not readily apparent to the driver. Speed limits shall not be arbitrarily set. Posted speed limits without current and valid E&TS's are not radar enforceable and the California Highway Patrol (CHP) will not enforce by pacing due to safety concerns for their personnel and the public.
As required by the CVC, a new E&TS was conducted for Crown Valley Parkway and it was determined that the current posted speed limit of 50 mph is no longer justified. Based on the prevailing speed (85th percentile), the speed limit is required to be posted at 55 mph. Accident records do not support a 5 mph reduction from the 85th percentile and roadway conditions are readily apparent to the driver. Per the requirements, a 55 mph speed limit is justified and required for radar enforcement to continue. The Traffic Committee's recommendations to your Board are included as exhibits.
