RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Subordinate Contract with Johnson Controls Fire Protection LP for preventive maintenance and repair of the fire protection system at the Orange County Jails, Emergency Operations Center and Coroner, effective upon Board of Supervisors approval and the execution of all necessary signatures through June 30, 2021, in an amount not to exceed $399,720.

 

 

 

SUMMARY:

 

Approval of the Subordinate Contract with Johnson Controls Fire Protection LP will allow the Sheriff-Coroner Department to provide preventive maintenance and repair of the fire protection system for the safety of the staff at the Emergency Operations Center and Coroner's Office as well as the inmates and staff at the Orange County Jails.

 

 

BACKGROUND INFORMATION:

 

Following a competitive bid process, the County of Orange contracted with Johnson Controls Fire Protection LP for Facility Security Equipment, Systems and Services with Related Equipment and Supplies under Regional Cooperative Agreement RCA-017-18010010 on September 25, 2017.  The Sheriff-Coroner Department (Sheriff) now requests to execute a Subordinate Contract with Johnson Controls Fire Protection LP for the combined provision of these services at its Coroner facility, Emergency Operations Center and at all Orange County Jail facilities. 

 

Sheriff has successful experience working with this vendor, and the Board of Supervisors (Board) has approved prior contracts for similar services with this vendor.  See table below for the most recent contract activity.

Note:  The current contract in place with Johnson Controls Fire Protection LP is only for the Theo Lacy Facility and does not cover kitchen hood fire prevention system equipment, which is included for the Theo Lacy Facility in the proposed Subordinate Contract.

 

Sheriff requests Board approval to authorize the County Procurement Officer or authorized Deputy to execute a Subordinate Contract with Johnson Controls Fire Protection LP for preventive maintenance and repair of the fire protection systems at the Orange County Jails, Emergency Operations Center and Coroner, effective upon Board approval and the execution of all necessary signatures through June 30, 2021, in an amount not to exceed $399,720.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment B for the Contract Summary Form.

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner Department’s FY 2019-20 Budget for Budget Control 060, and will be included in the budgeting process for future years.  This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
