RECOMMENDED ACTION(S):

 

 

Retroactively authorize the County Procurement Officer or Authorized Deputy to execute an Emergency Contract with VPLS Solutions, LLC. for temporary Information Technology Security Staff services in an amount not to exceed $191,225 effective April 6, 2018, through and including October 31, 2018.

 

 

 

 

SUMMARY:

 

Retroactive authorization of an Emergency Contract with VPLS Solutions, LLC. for Information Technology Network Security Services will allow John Wayne Airport to maintain a high level of network security on critical information technology systems.

 

 

 

BACKGROUND INFORMATION:

 

On March 16, 2018, John Wayne Airport (JWA) received a formal resignation letter from the assigned Technical Systems Specialist (Position #R1400007) with an effective date of April 5, 2018.  This position has the responsibility for the day-to-day oversight of network security for all JWA-owned information technology (IT) computer systems.

 

In order to meet the immediate need for network security services beyond the resignation date of the incumbent employee, JWA sought temporary coverage of these duties by soliciting hourly costs for network security services from the following three sources: 1) OCIT ($205 per hour), KeyInfo ($200 per hour) and VPLS Solutions, LLC. (VPLS) ($175 per hour).

 

Given that JWA has an on-call contractual relationship with VPLS for consulting services related to network security and the fact that VPLS offered the lowest hourly rate, JWA elected to pursue an emergency contract with VPLS until the Senior Information Technology Network Engineer position can be filled.  JWA is currently in the recruitment process to fill this position.  JWA’s current experience with VPLS has been satisfactory.

 

After determining that the vacant job classification needed to be updated and best fits a Senior Information Technology Network Engineer position, JWA requested County Human Resources to conduct a recruitment.  The request was approved and the recruitment is in the advanced stages of the process.

 

The emergency contract does not include subcontractors or pass through to other providers.  See Attachment B for the Contract Summary Form.

          

Compliance with CEQA: This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore exempt from CEQA, since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  The approval of this agenda item does not commit the County to a definite course of action in regard to a project since the proposed project is for services to provide information technology network security for critical information technology systems until a staff vacancy can be filled. This proposed activity is therefore not subject to CEQA.  Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the FY 2018-19 Budget for Airport Operating Fund 280.

 

The contract contains language allowing the County to immediately terminate this Contract without penalty for cause or after 30 days’ written notice without cause.
