RECOMMENDED ACTION(S):

 

Acting as the Board of Commissioners of the Orange County Housing Authority:

1.

Authorize the Executive Director of the Orange County Housing Authority or designee to sign the Section 8 Management Assessment Program (SEMAP) Certification and related documents as required by the U.S. Department of Housing and Urban Development (HUD).

2.

Authorize the Chairman of the Board of Commissioners of the Orange County Housing Authority to sign the SEMAP Certification for submittal to HUD by the required date of August 29, 2011.

 

 

 

 

SUMMARY:

 

Authorizing the Orange County Housing Authority (OCHA) Executive Director to submit its annual Section 8 Management Assessment Program (SEMAP) Certification will support compliance with U.S. Department of Housing and Urban Development (HUD) mandates for monitoring key areas of performance for the Section 8 Housing Choice Voucher Program.

 

 

 

 

BACKGROUND INFORMATION:

 

The Section 8 Management Assessment Program (SEMAP) Certification is a method used by the U.S. Department of Housing and Urban Development (HUD) to measure performance in administering the Section 8 Housing Choice Voucher Program. SEMAP ratings enable HUD to monitor program utilization and identify management capabilities and deficiencies. HUD established SEMAP in September 1998 and implemented rules effective January 3, 2000. Since that time, HUD has updated and enhanced its Public and Indian Housing Information Center (PIC) requiring housing authorities to electronically submit program transactions and performance data on an ongoing basis.

 

Of the fourteen performance indicators rated by SEMAP, the first seven are based on criteria that require a self-assessment audit subject to confirmatory reviews by HUD. Such indicators address compliance with Federal and local requirements and/or qualitative measures related to: selection of applicants from the waiting list; rent criteria; determination of client incomes; utility allowance schedules; quality control inspections; enforcement of Housing Quality Standards; and efforts to expand housing opportunities. Orange County Housing Authority (OCHA) managers have reviewed the required procedures, conducted an in-house assessment of reports, and sampled client files to determine estimated ratings for these audit-related indicators. This internal assessment indicates that OCHA will receive maximum scores for these seven rating criteria.

 

The remaining seven SEMAP indicators are based on scores generated from computer data that OCHA transmits to HUD monthly through the PIC System. These indicators reflect accuracy of calculations; timeliness in conducting inspections and completing leases; enrollment statistics in the Family Self-Sufficiency Program; and lease-up rates. Each transmission of data includes recent transactions for assisted households and is used by HUD to compile an overall assessment of key performance indicators. OCHA has used these HUD-generated reports and ratings from PIC to complete relevant sections of the SEMAP Certification form.

 

The review of applicable performance measures for this year indicates that OCHA’s overall SEMAP score will be sufficient to achieve a “high performer” agency rating for the period of July 1, 2010 through June 30, 2011. Following submittal of the attached SEMAP Certification, HUD will officially review and rate the performance factors.
