RECOMMENDED ACTION(S):

 

Approve membership application of Blanca E. Escobedo for appointment to the Orange County Juvenile Justice Coordinating Council, in accordance with Article V of the Council Bylaws.

 

 

 

 

SUMMARY:

 

The Probation Department requests approval of the membership application submitted by Blanca E. Escobedo for appointment to the Orange County Juvenile Justice Coordinating Council, in accordance with Article V of the Council Bylaws.

 

 

 

BACKGROUND INFORMATION:

 

Legal Authority

Pursuant to Welfare and Institutions Code (WIC) section 749.2, then-Board of Corrections administered the Juvenile Crime Enforcement and Accountability Challenge Grant Program, for the purpose of reducing juvenile crime and delinquency.  The program awarded grants to counties that developed and implemented a comprehensive, multiagency local action plan that provided for a continuum of responses to juvenile crime and delinquency.  To be eligible for the grant, counties were required to establish a multiagency juvenile justice coordinating council for developing such local action plan to reduce the incidence of juvenile crime and delinquency.

The Orange County Juvenile Justice Coordinating Council

On December 3, 1996, your Honorable Board adopted Resolution 96-830, authorizing the Chief Probation Officer to submit an application for Juvenile Crime Enforcement and Accountability Challenge Grant Program Planning funds. The Resolution also established the Orange County Juvenile Justice Coordinating Council (Council) to fulfill the purposes of WIC section 749.22.  Your Board appointed the Chief Probation Officer as Council Chairperson.

On November 10, 1998, your Board approved the expansion of the Council membership.  As presently constituted, the Council consists of the following voting members, along with Chief Probation Officer Steven J. Sentman serving as Chairperson:

County Sheriff representative - James Rudy

3.

County District Attorney representative - Kevin Haskins

4.

Local law enforcement representative - Kevin J. Raney

5.

County Office of Education/local school districts representative - Richard A. Martin

6.

County Public Defender representative - David Dziejowski

7.

County Department of Mental Health representative - Mary Hale

8.

County Department of Social Services representative - Mike Ryan

9.

Community-based drug and alcohol program representative - Jane Porphir

10.

At-large community representative - Karen Ruan

11.

A non-profit community-based juvenile social services organization - Margot Carlson

12.

The Juvenile Court - Blanca Escobedo (nominated on March 27, 2014 to replace Anaruth Gonzalez, for Council approval)

13.

A representative from the business community - vacant

 

As noted in the table above, on March 27, 2014, Blanca E. Escobedo was nominated to replace Anaruth Gonzalez to serve as the Juvenile Court representative and pursuant to Article V of the Council Bylaws, Ms. Escobedo's formal application for appointment to the Council is hereby submitted to your Board for approval.  Ms. Escobedo is currently the Deputy Manager of the OC Juvenile Court and if approved by your Board for final appointment would represent the OC Juvenile Court on matters brought before the Council.
