SUMMARY:
Approval to increase and extend agreements with Lloyd Personnel Systems, Inc. dba Lloyd Staffing, Inc. (Lloyd) and Amtec Human Capital dba Amtec (Amtec) is necessary to ensure continuity of temporary help services that are no longer available from SOS Staffing Services, Inc. dba SOS Employment Group, (SOS).
BACKGROUND INFORMATION:
Temporary help services are needed to maximize Social Services Agency (SSA) resources, improve customer service, and ensure performance compliance for the mandated Medi-Cal, CalFresh, CalWORKs, In-Home Supportive Services (IHSS) and Child Welfare Services programs. Changes in eligibility resulting from mandates such as the Affordable Care Act (ACA), have resulted in an increasing number of Social Services Agency (SSA) clients. Along with this growth in caseload, court decisions and mandates require that client services be performed timely. Clerical temporary help services are needed in the ACA program for creating new cases during open enrollment and in IHSS program for transferring and imaging data. Clerical temporary help services are utilized on an as needed basis to maintain business continuity and compliance with mandates when there is staff shortage due to temporary absences, heavy peak load periods, and special projects that are of a short duration.
SSA obtained approval from your Board on two prior consecutive occasions - January 10, 2012 and December 18, 2012, to execute Agreement with Lloyd, Amtec and SOS for one-year term on each occasion.
On December 17, 2013, your Board approved three temporary help service agreements with vendors Lloyd, Amtec and SOS. On January 16, 2014, SSA was notified by County Procurement Office that Agreement RCA MA-017-11011478 with SOS would be terminated effective 1/31/14; subsequently, SSA's subordinate Agreement MA-063-14010506 would be terminated. SSA is, therefore requesting to augment agreements with two remaining vendors. As a result, the contract amendments to the Lloyd and Amtec contracts include those funds that would have previously been allocated to the SOS contract prior to its termination. This request also includes additional temporary help positions to meet the increasing support requirements associated with such activities as the Affordable Care Act, transition of Medical Services Initiative beneficiaries into Medi-Cal, and ensuring compliance with General Relief consent decree. Additionally, SSA is requesting to extend the agreement term approximately 17 months, through January 31, 2016, to be co-terminus with the County's RCA. These factors all account for the increased contract amounts for the two vendors being recommended for the amended contract term.
FINANCIAL IMPACT:
The Contractors acknowledge funding or portions of funding for these Agreements may be contingent upon State and Federal budget approval; receipt of funds from, and/or obligation of funds by State of California or the Federal government to the County; and inclusion of sufficient funding for the services hereunder in the budget approval by the County's Board of Supervisors for the term of these Agreements. If such approval, funding or appropriations are not forthcoming, or are otherwise limited, the County may immediately terminate or modify these Agreements without penalty. These Agreements fulfill a critical service need and authorization is recommended.
Appropriations for this Amendment can be absorbed in the FY 2014-15 Adopted Budget and will be included in the budgeting process for future years. The services will be funded 45.9% Federal funds, 51.9% State funds and 2.2% by County General funds. The Federal and State funds may include Medi-Cal, CalWORKs, CalFresh, IHSS, and 2011 Realignment funding allocations based on various program needs for additional staff support.
