RECOMMENDED ACTION(S):

 

Effective Friday, July 29, 2011:

 

1.

Terminate the appointment of William D. Mahoney as Public Guardian.

 

2.

Find that it is in the best interest of the County to waive the requirement in Government Code Section 24001 that the appointed County Officer be a registered voter within the County of Orange; and waive that requirement.

 

3.

Appoint Lucille Castillo Lyon as the Public Guardian.

 

 

 

 

SUMMARY:

 

The County Executive Office recommends the termination of William D. Mahoney from the Board-appointed position of Public Guardian and appoint Lucille Castillo Lyon as Public Guardian, effective July 29, 2011.

 

 

 

 

 

BACKGROUND INFORMATION:

 

On June 7, 2011, your Board terminated John S. Williams as Public Guardian and appointed William D. Mahoney as the Public Guardian. Mr. Mahoney would serve in this capacity until the CEO could conduct a recruitment and recommend a qualified candidate to fill this position.

The CEO conducted a recruitment for the Public Guardian position.

The recruitment opened on May 24, 2011

Interviews were held June 17 and 23, 2011

Ten candidates were interviewed

*

The panelists recommended Lucille Castillo Lyon as the most-qualified person to fill this position

 A comprehensive background check was conducted on Mrs. Lyon to the satisfaction of the CEO

Mrs. Lyon possesses an excellent background and strong references to fill the role as Public Guardian. Throughout her career, Mrs. Lyon has worked as a Deputy Director and Division Chief with Los Angeles County, Chief Deputy Public Guardian with Riverside County, and Supervising Deputy Public Guardian with the County of Orange.  Mrs. Lyon is not an Orange County resident, and thus is not registered to vote in Orange County, which is a requirement of an appointed officer of the County unless waived by your Board, which is staff recommendation.
