SUMMARY:
The appointment of four new nominees to a full two-year term of office, one new nominee to a one-year term of office and the re-appointment of six nominees to a full two-year term of office will satisfy California Education Code mandates and support the efforts of the Orange County Child Care and Development Planning Council to fulfill its mission of implementing polices and strategies to meet the child care needs of all Orange County families.
BACKGROUND INFORMATION:
The Social Services Agency is requesting your Board's appointment of four new nominees and the re-appointment of six nominees to the Orange County Child Care and Development Planning Council (Council) for the term of August 6, 2016, through August 5, 2018, and one nominee for the term of August 6, 2016, through August 5, 2017. The one-year term of office nomination is to replace a member who resigned in the middle of their full two-year term. The primary mission of the Council is to plan for child care and development services based on the needs of families in the local community. Councils are required for each County per California Education Code Chapter 2.3, Article 1, Section 8499 and Article 2, Section 8499.3, 8499.5, and 8499.7 and are intended to serve as a forum to address the child care needs of all families in the community for all types of child care, both subsidized and non-subsidized.
The most recent annual appointments made by your Board occurred on August 4, 2015, September 9, 2014, and July 16, 2013.
California Education Code Sections 8499.3, 8499.5, and 8499.7 require Councils to have membership comprised of the following five categories of appointment: Consumers, Child Care Providers, Public Agency Representatives, Community Representatives, and other representatives who shall be appointed at the discretion of the appointing agencies. Fifty percent of the Council's membership is to be appointed by the Orange County Board of Supervisors and the other fifty percent by the Orange County Department of Education Superintendent of Schools. The Council’s bylaws allow a maximum of 40 members, eight in each of the above-listed five categories of appointment. Members serve for a two-year term and existing members whose terms expire may be re-nominated to serve for another term.
Outreach for Council membership is conducted year-round through announcements on websites, email listservs, newsletters and letters to the Board of Supervisors and early education organizations. Individuals interested in becoming a Council member submit their applications for nomination to the Council; the applications are reviewed annually and may also be reviewed when vacancies occur. The Council Membership Committee provides recommendations for nomination to the Council after reviewing the applications and determining the appropriate appointing authority.
On May 18, 2016, the Council recommended that the Superintendent of Schools appoint one new member and re-appoint eight members and the Board of Supervisors appoint five new members and re-appoint six members to the Council. The following nominees, by category of appointment, are recommended to be appointed and re-appointed by the Orange County Board of Supervisors:

With approval of these five new appointments and six re-appointments by the Board of Supervisors, the total members of the Council will be 35. The Superintendent of Schools has four remaining vacancies to be filled and the Board of Supervisors has one remaining vacancy to be filled. At this time, the Council has not received any additional applications to fill these vacancies. The Planning Council will continue to recruit year-round for any openings that exist or may occur and will bring forward to the Board any nominations, as applicable. All applications are kept on file for one year to fill any mid-term vacancies.
