SUMMARY:
Selection of A-E firms for on-call Habitat Creation/Restoration/Enhancement Services in the listed ranked order and authorizing the OC Public Works Director or his designee to negotiate individual Agreements will support satisfying regulatory requirements and fulfilling required mitigation requirements for public works projects.
BACKGROUND INFORMATION:
OC Public Works requires Habitat Creation/Restoration/Enhancement specialty Architect-Engineer (A-E) Services for road and flood capital improvement and maintenance projects to implement mitigation requirements associated with regulatory permits obtained from the Army Corps of Engineers, California Coastal Commission, Regional Water Quality Control Board, and California Department of Fish and Game. Mitigation requirements must be implemented within a specified time frame and delays could result in fines and civil penalties.
Habitat Creation/Restoration/Enhancement Services are provided for the development and implementation of mitigation plans in accordance with required regulatory permits. This specialty requires A-E firms that are experts in identifying, evaluating, and developing mitigation plans for impacts to the environment such as those related to wetlands. Related support services include: (1) Site Selection and Assessment to identify suitable mitigation sites; (2) Preparation of Habitat Creation/Restoration/Enhancement Plans to outline the work necessary for mitigation; (3) Implementation of Habitat Creation/Restoration/Enhancement Plans for planting of required species, installation of adequate irrigation, and effective invasive species control; (4) Maintenance of Habitat Creation/Restoration/Enhancement Sites; and (5) Monitoring and Reporting Status of Mitigation Sites.
A Request for Statement of Qualifications (SOQ) solicitation process was used to solicit A-E firms interested in providing Habitat Creation/Restoration/Enhancement Services. The SOQ was advertised from June 30, 2010 through July 30, 2010, and 7,461 prospective firms were notified through the County's online bidding system, BidSync. Of these, 161 firms downloaded a copy of the SOQ and 13 firms submitted proposals for Habitat Creation/Restoration/Enhancement Services.
A three member evaluation panel with subject matter expertise consisting of OC Public Works staff and the Executive Director of a local non-profit corporation considered each firm's technical expertise, project experience, qualifications of key personnel, staffing resources, and other relevant criteria. Based on the evaluation of the written responses, the ten top rated firms were invited for an interview. As a result of the evaluation and ranking process, seven A-E firms are recommended for your Board's selection. A summary of the scores is attached as Exhibit A. The Oral and Written Evaluation Scoring Sheets are attached as Exhibits B through G.
As the need arises for Habitat Creation/Restoration/Enhancement Services, OC Public Works will negotiate an Agreement with the Board-selected firms in the listed ranked order and return to your Board for approval of the Agreements.
