Approve First Amendment to Contract with Abrazar, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 1, North County, funded by Tobacco Settlement Revenue in the amount of $388,669 for the period of July 1, 2018, to June 30, 2019, and in the amount of $388,669 for the period of July 1, 2019, to June 30, 2020, for an aggregate contract total amount not to exceed $777,338 for a two-year period of July 1, 2018, to June 30, 2020, for a total cumulative Contract amount of $1,152,997.

Approve First Amendment to Contract with Age Well Senior Services, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 2 - South County, funded by Tobacco Settlement Revenue in the amount of $417,292 for the period of July 1, 2018, to June 30, 2019, and in the amount of $417,292 for the period of July 1, 2019, to June 30, 2020, for an aggregate contract total amount not to exceed $834,584 for a two-year period of July 1, 2018, to June 30, 2020, for a total cumulative Contract amount of $1,237,909.

SUMMARY:

 

Approval of Contracts with Abrazar, Inc. and Age Well Senior Services, Inc. will facilitate continued implementation of the Senior Non-Emergency Medical Transportation Program for a two-year period from FY 2018-19 to FY 2019-20.

 

 

 

 

BACKGROUND INFORMATION:

 

The Senior Non-Emergency Medical Transportation (SNEMT) Program benefits thousands of Orange County's older adults who have no other reasonable means of transportation   for non-emergency medical appointments such as dialysis, chemotherapy, dentistry, prescription pick-ups, lab tests, and x-rays. There are approximately 13,800 older adult participants enrolled in the program countywide.  Program eligibility requirement is 60 years and older, and is not income-based.  In FY 2017-18, the SNEMT Program provided over 100,000 one-way   trips consisting of over 658,000 miles to program participants as of February 28, 2018.

 

 

On May 23, 2017, the Board of Supervisors (Board) approved OC Community Services/Office on Aging to enter into contracts with selected providers Abrazar, Inc. for Service Area 1- North County and Service Area 3 – Central/West County, and Age Well Senior Services, Inc. for Service Area 2 – South County, for SNEMT Program services for one year with an option to renew for three additional one-year periods. 

 

The SNEMT Program is funded with a combination of Measure M2 (M2) funds and Tobacco Settlement Revenue (TSR).  The TSR funds received for the SNEMT program is administered through a Memorandum of Understanding between OC Community Resources and Health Care Agency.  M2 funds are administered through an agreement between the Orange County Transportation Authority (OCTA) and the County. 

 

On June 28, 2011, the Board approved Agreement No. C-l-2583 with OCTA (OCTA M2 Agreement) effective through June 30, 2016. On July 12, 2016, the Board approved Amendment 1 to the OCTA M2 Agreement, extending the term for the period July l, 2016, through June 30, 2021.  The OCTA M2 Agreement stipulates that the County is entitled to 1% of the net revenues to augment existing SNEMT Program services funded with TSR. The M2 net revenue shall be annually allocated to the County in an amount no less than the annual amount of TSR funding expended by the County for these services and no greater than 1% of M2 net revenue plus any accrued interest.  

 

OC Community Services/Office on Aging is requesting the Board's approval to amend and renew the Agreements with Abrazar, Inc. and Age Well Senior Services, Inc. for each of their respective Service Areas and funding sources, for the period July 1, 2018, through June 30, 2020, in a combined total amount of $8,473,314 (TSR - $2,650,314 and M2 - $5,823,000).  Due to the number of contracts that had to be completed with corresponding budget detail from two different funding sources, this Agenda Staff Report is coming to the Board less than 30 days prior to the start date of the contracts on July 1, 2018.  See Attachments A through F for the Recommended Contracts and Attachment G for Funding Allocation Summary.

 

The SNEMT providers are meeting performance objectives. In FY 2017-18, the SNEMT Program has provided over 125,000 one-way trips consisting of over 825,392 miles to program participants through April 30, 2018. See Attachment H for Performance Metrics. The contracts include subcontractors. See Attachment I for information regarding subcontractors and Contract Summary Forms.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in the FY 2018-19 Budget and will be included in the budgeting process for future years. This Contract contains language allowing OC Community Resources to terminate the Contract with 30-days’ notice for any reason including reducing the level of services without penalty with or without cause in the event that funding is reduced and/or not available to continue funding this transportation program.
