RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Total Online Protection, LLC. Contract for Preventive Maintenance Services of Eaton Uninterruptible Power Source System, effective for a three-year period following Board of Supervisors approval and the execution of all necessary signatures, in an amount not to exceed $402,000, renewable for two additional one-year periods.

 

 

 

SUMMARY:

 

Approval of Total Online Protection, LLC. Contract will allow the Sheriff-Coroner Department to contract for Preventive Maintenance Services of the Eaton Uninterruptible Power Source System.

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires a contract for Preventive Maintenance Services of its Eaton Uninterruptible Power Source (UPS) System.  A UPS is a type of continual power system.  A UPS or an uninterruptible power supply is an electrical apparatus that provides emergency power to a load when the input power source or main power fails.  A UPS differs from an auxiliary or emergency power system or standby generator in that it will provide continuous protection from utility power interruptions, by supplying energy stored in batteries.  Sheriff requires a UPS to back-up critical systems in the event of a power outage.

 

In spring 2019, an Invitation for Bid was issued for Preventive Maintenance Services of the Eaton UPS System.  Two bids were received.  The bids were evaluated and Total Online Protection, LLC. was deemed to be the most responsive and responsible bidder (See Attachment B).

 

Sheriff staff have conducted due diligence on the vendor.  The vendor provided the following references, and the references have confirmed that Total Online Protection, LLC. has provided satisfactory work on similar projects:

Sheriff requests Board approval of Total Online Protection, LLC. Contract for Preventive Maintenance Services of Eaton UPS System, effective for a three-year period following Board of Supervisors approval and the execution of all necessary signatures, as noted in the Recommended Action.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment C for the Contract Summary Form.  No redline version is attached as this is a new vendor.

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner's FY 2018-19 Budget and 2019-20 Budget for Budget Control 060, and will be included in the budgeting process for future fiscal years.  This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
