RECOMMENDED ACTION(S):

Approve the new appointment of Michael Steven Ritter, MD, representing the Society of Orange County Emergency Physicians on the Emergency Medical Care Committee for the term ending June 30, 2021.

SUMMARY:

Approval of one new appointment to the Emergency Medical Care Committee will help ensure the Committee has sufficient membership to advise the Board of Supervisors and local Emergency Medical Services program on emergency medical care in Orange County.

BACKGROUND INFORMATION:

The Emergency Medical Care Committee (EMCC) was established by your Honorable Board of Supervisors (Board) on March 7, 1982. The EMCC is mandated by Health and Safety Code Section 1797.274 to review and advise the Board and the local Emergency Medical Services (EMS) program on emergency medical care in Orange County. It is made up of 17 members representing various health, medical and public safety organizations. This appointment will fill the vacancy of the representative for the Society of Orange County Emergency Physicians. The Board last approved appointments to the EMCC on April 9, 2019.

Each year, the EMCC reports to the California State EMS Authority and the local EMS agency its observations and recommendations regarding ambulance services and rates, emergency medical care, first aid practices and programs for training people in cardiopulmonary resuscitation and lifesaving techniques. Summarized below are the qualifications of the requested new appointment to the EMCC.

Michael Steven Ritter, MD, has served as an emergency physician at Mission Hospital and Children’s Hospital at Mission since 1996. He currently serves as the Director of Emergency Department Medical Education and served as the Medical Director of the Emergency Department from 2012 through 2018. Dr. Ritter currently serves as an Assistant Clinical Professor at the University of California, Irvine Department of Emergency Medicine. Dr. Ritter holds a Bachelor of Science degree in Chemistry from California State University, Fullerton; and a Doctor of Medicine degree from the University of California, Irvine. He completed his residency in emergency medicine at the University of California, Irvine Medical Center. The Orange County Medical Association recommends and supports the nomination of Dr. Ritter to serve as the Society of Orange County Emergency Physicians representative on EMCC.

The Health Care Agency (HCA) has complied with procedures, as directed by the Board, in nominating appointments for Boards, Commissions and Committees, and voter registration has been verified for all proposed members who are eligible to vote. A recruitment was unnecessary as the candidate was nominated by his respective member organizations.
