RECOMMENDED ACTION(S):
Authorize the County Procurement Officer or authorized Deputy to execute the Contract with Astrid Heather Adair Hagen for American Sign Language Interpreting Services for three years commencing June 25, 2019, through June 24, 2022, in the amount not to exceed $200,000 annually and for a cumulative Contract total amount not to exceed $600,000, renewable for two additional one-year terms.
SUMMARY:
Approval of the Contract with Astrid Heather Adair Hagen for American Sign Language Interpreting Services will allow the District Attorney to continue to comply with the requirements of the Americans with Disabilities Act.
BACKGROUND INFORMATION:
The Orange County District Attorney (DA) requires American Sign Language Interpreting Services to continue to comply with Americans with Disabilities Act requirements. The interpreters assigned to this Contract must maintain legally court approved Registry of Interpreter of the Deaf certified interpreter status. The DA requires American Sign Language Interpreting Services at court hearings and some training sessions.

On February 5, 2019, a Request for Proposal (RFP) was issued and the DA received two proposals. Only one proposal was considered responsive from the current contractor, Astrid Heather Adair Hagen. An evaluation panel of three members (two from DA and one from Public Defender) rated the proposal on the criteria specified in the RFP. The evaluation panel has recommended awarding the Contract to Astrid Heather Adair Hagen.
The Contractor's performance has been confirmed as satisfactory. DA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests. The last time DA brought a contract with Astrid Heather Adair Hagan before the Board of Supervisors (Board) was on August 14, 2018, to extend that contract by a period of six months to expire on February 28, 2019, which was approved. One interim contract from March 1, 2019, through June 30, 2019, was awarded during the solicitation process to ensure that there was no gap in service.
Statistics
The following are statistics that resulted from the support of the services provided under the current contract.

During the period of September 1, 2017, to present, contractors provided interpretation service for three jury trials, one preliminary hearing, several motions, two parole hearings, two juvenile fitness hearings, three trainings given and more than 100 court appearances. |

Above services supported a caseload of 21 felony gang cases with 41 defendants. |
Subcontracts
This Contract, due to the nature of the services, could require the addition of subcontractors. In order to add subcontractor(s) to the Contract, the provider/contractor must seek express consent from the department. Should the of a subcontractor impact the scope of work and/or contract amount, the department will bring the item back to the Board for approval. In the past, subcontractor(s) have been used for this Contract. See Attachment D for Contract Summary Form.
This Contract is being presented to the Board in less than 30 days prior to the commencement of the Contracts due to the complexity of the solicitation for this service.
The DA requests the Board's approval to execute Contract, as referenced in the recommended action.
FINANCIAL IMPACT:
Appropriations and revenue related to this contract is included in the FY 2018-19 Budget and will be included in the budgeting process for future years.
