RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Contract with Parata Systems LLC for Automated Pill Packaging Machine Hardware and Software Upgrades, effective July 15, 2019, through December 31, 2019, non-renewable, in an amount not to exceed $99,387.

 

 

 

 

SUMMARY:

 

Approval of Contract No. MA-042-19011702 with Parata Systems LLC for Automated Pill Packaging Machine Hardware and Software Upgrades will ensure that the Health Care Agency Correctional Health Services can continue providing quick and accurate medication dose preparation and administration.

 

 

 

BACKGROUND INFORMATION:

 

The County of Orange is mandated to provide medical care to persons in the County's custody pursuant to State of California Penal Code Sections 4011 and 4015 and Government Code Section 29602. The Health Care Agency's (HCA) Correctional Health Services Programs (CHS) is the designated provider of medical care to persons in custody on behalf of the Orange County Sheriff's Department (OCSD) for adults and on behalf of the Probation Department for youth residing at Juvenile Hall and associated camps. Medication administration is a critical component of the provision of medically necessary health care. CHS pharmacy packages medications for the inmate population in the five County jails, the youths in Juvenile Hall and associated camps and HCA’s Public Health Pulmonary Disease Program. In 2018, CHS Pharmacy was responsible for packaging 2,340,008 doses of medication for the three major service areas identified.

CHS Pharmacy utilizes the Automed FastPak EXP for the packaging of ordered medications. This system automatically packages medications for patients based on orders received from the Electronic Health Record (EHR). The Automated Packaging Machine Profile, EHR and Correctional Institutional Pharmacy System computers are networked to share the medication order information.

 

This upgrade is required to extend the life of the Automed FastPak EXP, will allow the pharmacy to upgrade important software and hardware components to keep systems HIPAA compliant and provide access to additional proprietary equipment from the Contractor, which will allow for increased efficiency when utilizing the machines.

 

This Contract does not currently have any subcontractors or pass through to other providers.  See Attachment B for Contract Summary Form.

 

This Contract is a sole source Contract and a completed Sole Source Request Form is attached to this Agenda Staff Report as Attachment C.

 

HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

This Contract is coming to the Board with less than 30 days prior to the start of the Contract to expedite the implementation of the software upgrades.

 

HCA requests that your Honorable Board of Supervisors authorize the County Procurement Officer or authorized Deputy to execute Contract No. MA-042-19011702 with Parata Systems LLC, as referenced in the Recommended Action.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in HCA's FY 2019-20 budget.

The funding percentages are an aggregate of various funding sources within multiple programs which will utilize this Agreement.
