RECOMMENDED ACTION(S):

 

 

1.

Approve and authorize the OC Community Resources Director or designee to execute the Contract with The Chrysalis Center for homeless prevention supportive services for a contract total amount of $300,000, for the period of July 1, 2019, through June 30, 2020, for a revised cumulative total of $500,000.

 

2.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or authorized deputy to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amount for the first year of the contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

 

 

 

SUMMARY:

 

Approval of the Contract with The Chrysalis Center will allow for building on continuous current efforts for client outreach and engagement, job readiness and barrier removal services, job search assistance and support, transitional employment opportunities and job retention support to the County's homeless population and help drive ongoing regional coordination of resources to assist individuals and families experiencing homelessness in Orange County.

 

 

 

BACKGROUND INFORMATION:

 

Increasing access to meaningful and sustainable career training and employment is one of the most effective ways to support individuals as they transition out of homelessness and into permanent housing. With the County of Orange (County) coordinating workforce development, homeless services and housing resources, those experiencing homelessness can better connect to career pathways that can help them achieve financial and housing stability. Employment leads to improved quality of life, better health, increased self-confidence and reduced chances of recidivism to the streets.

 

Founded in 1984 near downtown Los Angeles, The Chrysalis Center (Chrysalis) is a nonprofit organization dedicated to creating a pathway to self-sufficiency for homeless and low-income individuals by providing the resources and support needed to find and retain employment. Since their inception, Chrysalis has served over 60,000 individuals in finding meaningful employment. Currently, Chrysalis has three locations throughout Los Angeles County - downtown Los Angeles, Santa Monica and Pacoima - and one location in Orange County.

 

On October 16, 2018, the Board of Supervisors approved a startup contract in the amount of $200,000 to support Chrysalis’ initial launch to bring services to Orange County. On November 14, 2018, Chrysalis opened the doors of a new employment services center in an office building provided by the City of Anaheim. Funding from the County, along with other private and public sources, made possible the hiring of a Chrysalis team of eight program staff based at the Orange County site, supported by multiple Los Angeles-based staff.

 

As newcomers to Orange County, Chrysalis continues to cultivate partnerships with the local community to increase the number of individuals aware of Chrysalis’ employment program. In advance of opening Chrysalis' new Orange County center, Chrysalis reached out to and/or met with over 70 nonprofit and public sector partners in the county. Chrysalis staff continue to work closely with service partners to guarantee that referrals, coordination, placement and retention services are available to provide longevity and a holistic approach to homelessness prevention, outreach and intervention.

 

Chrysalis also operates a transitional employment program, Chrysalis Enterprises that has provided individuals that change to have paid job experience, receive regular feedback on work performance and assistance in continuing their search for permanent employment. This model has become a recognized and proven best practice model for serving individuals experiencing homelessness, as well as those formerly incarcerated, to help them reenter the mainstream workforce and achieve self-sufficiency. The transitional employment program provides a supportive working environment that allows clients to prove themselves as reliable, capable workers.

 

Once clients have secured employment, Chrysalis provides ongoing job-retention assistance for clients to learn how to manage and maintain a job and improve their career. In addition, Employment Specialists meet one-on-one with employed clients to formulate career goals and develop strategies for attaining them. Chrysalis understands the value of maintaining employment in the trajectory of a person’s career and pathway out of poverty.  Through the program, clients are able to gain long-term stability and make permanent personal and lifestyle changes.

 

Since opening the new Orange County center, Chrysalis has achieved the following since November 2018: 201 clients completed an assessment with an Employment Specialist and participated in Chrysalis’ core job readiness program and 41 clients have found employment in construction, food services and retail and warehouse industries. Chrysalis continues to expand conversations with local companies to facilitate employment connections for Chrysalis clients and develop the Direct Hire Program.

 

Approval of this contract will create a pathway out of homelessness for individuals who are able to work and need assistance in securing and maintaining employment while staying at County operated shelters and engaging in supportive services.

 

If approved, Chrysalis will continue to cultivate partnerships with the key stakeholders and partners in the Continuum of Care and developing System of Care. Chrysalis' outreach and engagement, employment workshops, resources, business and enrichment programs are designed to improve clients' job search skills, self-confidence and employability. They seek to instill in clients' good work habits and soft skills that are crucial to success in any work environment. Outreach currently includes presentations, referrals and coordination at County - funded shelters, including Bridges at Kraemer Place in Anaheim and the Courtyard Transitional Center in Santa Ana. 

 

This homeless services contract is urgent in nature by the Board’s declaration of a shelter crisis. OC Community Resources (OCCR) is seeking Board approval of this contract effective July 1, 2019, in order to expand the County’s system of care and pending approved inclusion of appropriations in the FY 2019-20 Budget.

 

The proposed Contract is a sole source contract/agreement and a completed Sole Source Request Form is attached to this Agenda Staff Report. This is a unique contract with Chrysalis. Chrysalis is also contracting with the City of Anaheim to provide job training and other workforce development services for people experiencing homelessness in Orange County. This contract allows the County to leverage those resources to help provide additional employment resources to the County's funded shelters. No other organization is in a position to provide the leveraged services that Chrysalis can through this contract.

 

The Contractor’s performance has been confirmed as at least satisfactory. OCCR has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment C for Contract Summary Form.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract will be included in the Budget Control 012 FY 2019-20 Budget and will be included in the budgeting process for future years, if applicable.
