RECOMMENDED ACTION(S):

 

 

1.

Approve and authorize the County Procurement Officer or authorized Deputy to execute Amendment Two to renew the Contract with OCLC, Inc. for library services for the period of August 1, 2019, through July 31, 2020, in an amount not to exceed $149,035 for a revised cumulative total amount not to exceed $425,398.

 

2.

Pursuant to Contract Policy Manual Section 3.3-113, authorize the OC Community Resources Director or designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amount for the first year of the contract, for the entire term of the contract, including renewals, and within the scope of work set forth in the contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 


 

 

 

 

SUMMARY:

 

Authorization to renew the Contract with OCLC, Inc. will help OC Public Libraries provide effective services for cataloging, interlibrary loan and worldwide library sharing of materials, information and services to patrons.

 

 

 

BACKGROUND INFORMATION:

 

Since 1985, OCLC, Inc. (OCLC) has provided OC Community Resources/OC Public Libraries (OC Public Libraries) with cataloging services, including access to software, computer codes, systems and other proprietary content used for the library's cataloging of materials. OCLC changed its name from OCLC Online Computer Library Center Inc. DBA OCLC Inc. to OCLC, Inc. in 2017 and Amendment Number Two to the County's Contract with OCLC updates the company's name.

 

OCLC is the sole provider and distributor of its copyrighted online services and bibliographic database that provides bibliographic records for the more than 450,425 titles in the library's catalog. Using OCLC's services, OC Public Libraries is able to request interlibrary loan books from 16,548 member libraries in 124 countries and in 2018 OC Public Libraries patrons received 5,149 books from other OCLC libraries.

 

OCLC's subscription service allows patrons around the world to discover collections through FirstSearch/WorldCat Discovery. Through OCLC's CONTENTdm hosting services, patrons can search and view 4,051 digital photos and videos about Orange County history, which were viewed over 2,142 times in March 2019.

 

On July 11, 2017, the Board of Supervisors approved the Contract with OCLC for online cataloging, interlibrary loan and related services for the period of August 1, 2017, through July 31, 2018, renewable for four additional one-year terms. The Contract was renewed on June 26, 2018, for the period of August 1, 2018, through July 31, 2019. The Contractor's performance has been confirmed as at least satisfactory. OC Public Libraries has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

 

No other vendors offer the same format, scope of coverage and depth of information as OCLC. OCLC’s competitor, Innovative SkyRiver, has more than 60 million records while OCLC has over 423 million records available for OC Public Libraries to use. In addition, OCLC's competitor does not support interlibrary loan services.

 

This Contract enables OC Public Libraries to leverage the current online resources provided by OCLC to deliver online services to patrons. This Contract is a sole source contract and a completed Sole Source form is attached to this Agenda Staff Report. This contract does not currently include subcontractors or pass through to other providers. See Attachment C for Contract Summary Form.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in the FY 2019-20 Budget and will be included in the budgeting process for future years.
