RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Amendment Number Five to extend Pepperdine University Contract for provision of youth diversion counseling services, from the period of July 1, 2018 through June 30, 2019 to June 30, 2020, and increase the contract by an annual amount not to exceed $350,705, for a revised two-year contract amount not to exceed $701,410, for a revised cumulative contract amount not to exceed $2,104,230.

 

 

 

SUMMARY:

 

Approval of Amendment Number Five to the Pepperdine University contract will allow the Sheriff-Coroner Department to extend the contract to continue to provide youth diversion counseling services to divert juveniles from criminal behavior and substance abuse by providing individual assessment and treatment while a Request for Proposals process is completed.

 

 

BACKGROUND INFORMATION:

 

The State Crime Prevention Act of 2000 (AB 1913) provides funding for the ongoing operation of a youth counseling and diversion program established by the Sheriff-Coroner Department (Sheriff) to divert juveniles from criminal behavior and substance abuse by providing individual assessment and treatment.  Services are provided to juveniles referred by Sheriff, the Probation Department, parents, schools and to any juvenile desiring such services.  Services include intake assessments; individual, family, parent and group counseling; drug and alcohol classes; case management and client advocacy.

 

These services have been provided by contract with Pepperdine University (Pepperdine) since 2001.  The following table details the recent contract history with Pepperdine for youth counseling and diversion program services.

Sheriff requires additional time to complete its Request for Proposals (RFP) process due to an extended period required to develop the RFP.  Therefore, Sheriff is requesting a one-year extension with its current contract with Pepperdine.

 

Contractor performance has been confirmed as at least satisfactory.  The Department has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests.  Pepperdine has provided services to approximately 500 youth and their families since July 1, 2018, including nearly 3,000 hours of counseling services.   

 

Sheriff requests Board approval of Amendment Number Five to extend the contract with Pepperdine, from the period of July 1, 2018 through June 30, 2019 to June 30, 2020, and increase the contract by an annual amount not to exceed $350,705, for a revised two-year contract amount not to exceed $701,410, for a revised cumulative contract amount not to exceed $2,104,230, as noted in the Recommended Action.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment D for the Contract Summary Form.  This contract is submitted for Board approval less than 30 days prior to the start of the contract as the vendor did not return the signed contract in time to file for previous Board meetings.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner FY 2019-20 Budget for Budget Control 060, Sheriff-Coroner.  This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
