RECOMMENDED ACTION(S):
Authorize the County Procurement Officer or authorized Deputy to execute Amendment Number Five to extend the Susan Saxe-Clifford, Ph.D., ABPP, APC, a Professional Corporation, contract for psychological evaluation services, for a one-year period, through June 30, 2020, and increase the contract by $300,000, for a revised cumulative two-year contract total amount not to exceed $700,000.
SUMMARY:
Approval of Amendment Number Five to the contract with Susan Saxe-Clifford, Ph.D., ABPP, APC will allow the Sheriff-Coroner Department to continue to contract for psychological evaluation services to screen applicants of the Sheriff-Coroner Department while the Request for Proposals is completed.
BACKGROUND INFORMATION:
The contract with Susan Saxe-Clifford, Ph.D., ABPP, APC provides psychological testing services for entry-level peace officers and related psychological services for the Probation Department, the District Attorney's Office and the Sheriff-Coroner Department (Sheriff). Sheriff has contracted with this vendor since 2008 for psychological testing services to screen applicants. Following a previous competitive bid process, Susan Saxe-Clifford, Ph.D., ABPP, APC was awarded the contract for psychological testing services.

Sheriff requires additional time to complete its Request for Proposals (RFP) process due to an extended period required to develop the RFP. Therefore, Sheriff is requesting a one-year extension with its current contract with Susan Saxe-Clifford, Ph.D., ABPP, APC.
Contractor performance has been confirmed as at least satisfactory. The Department has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests.
Sheriff requests Board authorization of the County Procurement Officer or authorized Deputy to execute Amendment Number Five to extend the Susan Saxe-Clifford, Ph.D., ABPP, APC, a Professional Corporation, contract for psychological evaluation services, for a one-year period through June 30, 2020, and increase the contract by $300,000, for a revised cumulative two-year contract total amount not to exceed $700,000. This contract does not currently include subcontractors or pass through to other providers. See Attachment C for the Contract Summary Form. This contract is submitted for Board approval less than 30 days prior to the start of the contract as the vendor did not return the signed contract in time to file for previous Board meetings.
FINANCIAL IMPACT:
Appropriations for this contract are included in the Sheriff-Coroner Department's FY 2019-20 Budget for Budget Control 060. This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
