RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Intratek Computer Inc. contract for information technology network contractor services, effective upon Board of Supervisors approval and the execution of all necessary signatures through March 19, 2023, in an amount not to exceed $1,177,000.

 

 

 

SUMMARY:

 

Approval of Intratek Computer Inc. contract will allow the Sheriff-Coroner Department to receive information technology network contractor services in order to maintain its network.

 

 

BACKGROUND INFORMATION:

 

On March 25, 2019, the County's Central Procurement Office approved the use of a cooperative agreement against Intratek Computer Inc.'s (Intratek) GSA Contract #47QTCA18D008Z for Technology, Equipment, Software and Services.  The proposed services include the services of an Information Technology Expert III and Service Desk/ Call Center Specialist II contract staff. 

 

The proposed Information Technology Expert III staff, under the direction of County staff, will provide services for the implementation of new systems in the Sheriff-Coroner Department (Sheriff) as well as continued maintenance and enhancement of new systems, including but not limited to, the following:

 

·                    Analyze business requirements to develop technical network solutions and framework

·                    Design, test and inspect data communications systems

·                    Perform network modeling, analysis and planning

·                    Install hardware such as cables, routers and wireless access switches

·                    Develop technology roadmaps

·                    Analyze, engineer and execute software and hardware

·                    Develop test plans, implementation plans and project timelines for various projects

·                    Manage technology vendors

·                    Evaluate and review new technology infrastructure

·                    Determine production direction

·                    Write functional requirements/specifications documents

·                    Assess vendor development/test strategies

·                    Perform network troubleshooting to isolate and diagnose common network problems

·                    Upgrade network hardware and software components as required.

·                    Solve complex problems with many variables

·                    Document successful implementation techniques

·                    Gather and evaluate information in order to reason logically, draw valid conclusions, take appropriate actions and/or make appropriate recommendations

 

The proposed Service Desk/Call Center Specialist III staff, under the direction of County staff and in accordance with County established procedures, will have the responsibility for providing a single point of contact for end users to receive support and maintenance with Sheriff's desktop computing environment and other duties as listed in this proposed contract.

 

Sheriff desires to contract for the proposed Information Technology Network Contractor Services as outlined above.  Sheriff requests Board of Supervisors (Board) approval of the subordinate contract with Intratek for Information Technology Network Contractor Services, effective upon Board approval and the execution of all necessary signatures through March 19, 2023, in an amount not to exceed $1,177,000, as noted in the Recommended Action.  The termination date of the proposed contract coincides with the termination date of Intratek's Contract #47QTCA18D008Z for Technology, Equipment, Software and Services.  

 

Contractor performance on similar contracts with Intratek has been confirmed as at least satisfactory.  The Department has verified that there are no concerns that must be addressed with respect to contractor's ownership/name, litigation status or conflicts with County interests.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment C for the Contract Summary Form.  This contract is submitted for Board approval less than 30 days prior to the start of the contract, as the vendor did not return the signed contract in time to file for previous Board meetings.

 

 

FINANCIAL IMPACT:

 

Funding for this contract is included in the Sheriff-Coroner's FY 2018-19 and FY 2019-20 Budgets for Budget Control 060, Fund 143 - Jail Commissary, and Fund 144 - Inmate Welfare, and will be included in the budgeting process in future years.  The contract is funded through various revenues including Proposition 172 Public Safety Sales Tax, Homeland Security Grant funding, Commissary and Inmate Welfare Fund revenues.  The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the contract.
