RECOMMENDED ACTION(S):

 

 

1.

Authorize the Director of OC Public Works or designee to execute a contract with Dokken Engineering for Architect-Engineer Design and Environmental Services, in an amount not-to-exceed $380,000, effective June 25, 2019, through June 24, 2024, to support the Modjeska Canyon Road Bridge No. 55C0172 Replacement Project.

Authorize the Director of OC Public Works or designee to execute a contract with Biggs Cardosa Associates, Inc. for Architect-Engineer Design and Environmental Services, in an amount not-to-exceed $410,000, effective June 25, 2019, through June 24, 2024, to support the Silverado Canyon Road Bridge No. 55C0174 Replacement Project.

Authorize the Director of OC Public Works or designee to execute a contract with Dokken Engineering for Architect-Engineer Design and Environmental Services, in an amount not-to-exceed $360,000, effective June 25, 2019, through June 24, 2024, to support the Silverado Canyon Road Bridge No. 55C0177 Replacement Project.

 

 

 

 

SUMMARY:

 

Approval of contracts with Dokken Engineering and Biggs Cardosa Associates, Inc. for Architect-Engineer Design and Environmental Services to support Bridge Replacement Projects Nos. 55C0172, 55C0174 and 55C0177 in Modjeska Canyon and Silverado Canyon will allow for the replacement of the deteriorated bridges.

 

 

 

BACKGROUND INFORMATION:

 

The State of California Department of Transportation (Caltrans) inspects County of Orange (County) bridges every two years. Three of the bridges inspected in 2011 received low sufficiency ratings which allowed OC Public Works to obtain Highway Bridge Program (HBP) funding. Existing on-call agreements are not currently eligible for reimbursement through HBP funding. These projects have separate Federal Project numbers and, therefore, required separate solicitations.

 

MODJESKA CANYON ROAD BRIDGE No. 55C0172 REPLACEMENT PROJECT

The Modjeska Canyon Road Bridge is a single span bridge located within unincorporated County on Modjeska Canyon Road at the crossing of Santiago Creek. The bridge was originally constructed in 1935 and is approximately 60 feet long and 24 feet wide.

 

On May 12, 2011, the bridge was inspected by Caltrans and received a Sufficiency Rating of 34.3. Bridges with a Sufficiency Rating of less than 80 qualify for federal grant funding for rehabilitation or full replacement.

 

On September 25, 2012, the Board of Supervisors (Board) approved the submittal of an HBP funding application for the Modjeska Canyon Road Bridge Replacement Project. On March 18, 2013, OC Public Works received approval from Caltrans for HBP funds in the amount of $1,507,000 for design, environmental services and construction.

 

The proposed project will replace the existing bridge with a new reinforced concrete bridge, provide standard lane widths, provide shoulders, upgrade the existing barrier railing and have a life expectancy of 75 years.

 

On April 6, 2018, OC Public Works issued a Request for Proposals (RFP) for Architect-Engineer (A-E) Design and Environmental Services (Services). The RFP was advertised on the County's online bidding system. A total of eight proposals were received. On June 6, 2018, the evaluation committee completed the written and interview evaluation process and provided their recommendations. Based on the criteria set forth in the RFP, OC Public Works is recommending an A-E Contract be awarded to Dokken Engineering (Dokken) to support the Bridge No. 55C0172 Replacement Project in Modjeska Canyon. A summary of the rankings is attached as a part of the Memorandum of Recommendation (MOR) (Attachment C).

 

The A-E firm is qualified to perform the needed services based on their proposal and scope of work. OC Public Works conducted due diligence on the contractor. Reference checks were satisfactory and completed with the City of Santa Clarita and Butte County Public Works regarding similar projects.

 

OC Public Works is requesting Board approval of Contract MA-080-19010562 with Dokken in an amount not-to-exceed $380,000.

 

The contract includes subcontractors. See Attachment B for information regarding subcontractors and Contract Summary Form.

 

SILVERADO CANYON ROAD BRIDGE No. 55C0174 REPLACEMENT PROJECT

The Silverado Canyon Road Bridge is a single span bridge located within unincorporated County on Silverado Canyon Road at the crossing of Silverado Creek. The bridge was originally constructed in 1935 and is approximately 51 feet long and 27 feet wide.

 

On July 11, 2011, the bridge was inspected by Caltrans and received a Sufficiency Rating of 50.8. Bridges with a Sufficiency Rating of less than 80 qualify for federal grant funding for rehabilitation or full replacement.

 

On January 15, 2013, the Board approved the submittal of an HBP funding application for the Silverado Canyon Road Bridge Replacement Project. On March 14, 2013, OC Public Works received approval from Caltrans for HBP funds in the amount of $1,857,900 for design, environmental services and construction.

 

The proposed project will replace the existing bridge with a new reinforced concrete bridge, provide standard lane widths, provide shoulders, provide a sidewalk, upgrade the existing barrier railing and have a life expectancy of 75 years.

 

On April 6, 2018, OC Public Works issued an RFP for Services. The RFP was advertised on the County's online bidding system. A total of seven proposals were received. On June 6, 2018, the evaluation committee completed the written and interview evaluation process and provided their recommendations. Based on the criteria set forth in the RFP, OC Public Works is recommending an A-E Contract be awarded to Biggs Cardosa Associates, Inc. (Biggs Cardosa) to support the Bridge No. 55C0174 Replacement Project in Silverado Canyon. A summary of the rankings is attached as a part of the MOR (Attachment G).

 

The A-E firm is qualified to perform the needed services based on their proposal and scope of work. OC Public Works conducted due diligence on the contractor. Reference checks were satisfactory and completed with the City of Burbank regarding similar projects.

 

OC Public Works is requesting Board approval of Contract MA-080-19010563 with Biggs Cardosa in an amount not-to-exceed $410,000.

 

The contract includes subcontractors. See Attachment F for information regarding subcontractors and Contract Summary Form.

 

SILVERADO CANYON ROAD BRIDGE No. 55C0177 REPLACEMENT PROJECT

The Silverado Canyon Road Bridge is a single span bridge located within unincorporated County on Silverado Canyon Road at the crossing of Silverado Creek. The bridge was originally constructed in 1947 and is approximately 43 feet long and 27 feet wide.

 

On July 12, 2011, the bridge was inspected by Caltrans and received a Sufficiency Rating of 47. Bridges with a Sufficiency Rating of less than 80 qualify for federal grant funding for rehabilitation or full replacement.

 

On January 15, 2013, the Board approved the submittal of an HBP funding application for the Silverado Canyon Road Bridge Replacement Project. On March 14, 2013, OC Public Works received approval from Caltrans for HBP funds in the amount of $1,623,600 for design, environmental services and construction.

 

The proposed project will replace the existing bridge with a new reinforced concrete bridge, provide standard lane widths, provide shoulders, upgrade the existing barrier railing and have a life expectancy of 75 years.

Reference checks were satisfactory and completed with the City of Santa Clarita and Butte County Public Works regarding similar projects.

Compliance with CEQA: This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it involves the approval of a contract to provide Services for the projects. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

 

The recommended contracts are to obtain Services for the proposed projects. The proposed projects are undergoing separate CEQA reviews which will be considered by the Board prior to approval of each bridge replacement project.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these contracts are included in the FY 2018-19 Budget for Fund 115, OC Road and will be included in the budgeting process for future years. These projects are included in the OC Public Works Capital Improvement Program, which was approved by the Board on April 23, 2019.

The proposed contracts include a provision stating the contracts are subject to, and contingent upon, applicable budgetary appropriations being approved by the Board for each fiscal year during the term of these contracts. If such appropriations are not approved, these contracts may be immediately terminated without penalty to the County.
