RECOMMENDED ACTION(S):

 

 

1.

Approve the Contract with Orange County Asian Pacific Islander Community Alliance, Inc. for COVID-19 Community Outreach and Engagement Services for the term of July 1, 2021, through December 31, 2021, for an amount not to exceed $1,734,425.

 

2.

Approve the Contract with Latino Center for Prevention and Action in Health Access dba Latino Health Access for COVID-19 Community Outreach and Engagement Services for the term of July 1, 2021, through December 31, 2021, for an amount not to exceed $2,500,000.

 

3.

Pursuant to Contract Policy Manual Section 3.4-114, authorize the County Procurement Officer or authorized Deputy to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract amounts for the first year of the Contracts, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contracts. The use of this contingency cost increase is subject to approval requirements established by the County Procurement Officer.

Authorize the County Procurement Officer or authorized Deputy to execute the Contracts with Orange County Asian Pacific Islander Community Alliance, Inc. and Latino Center for Prevention and Action in Health Access dba Latino Health Access as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the Contracts with Orange County Asian Pacific Islander Community Alliance, Inc. and Latino Center for Prevention and Action in Health Access dba Latino Health Access will continue Health Care Agency’s equity strategy in building sustainable engagement in public health resources, providing linkage to social support and medical services and gain community adoption on public health services and resources including testing and vaccination.

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) executed an emergency contract with Latino Center for Prevention and Action in Health Access dba Latino Health Access (LHA) to launch the Latino Health Equity Initiative in June 2020 after testing data showed higher COVID-19 positivity among Latinos in Orange County. HCA also executed an emergency contract with Orange County Asian Pacific Islander Community Alliance, Inc. (OCAPICA) to launch the OC Asian American Pacific Islander Task force in August 2020 to address the needs of the diverse Asian populations. These existing emergency contracts will expire on June 30, 2021.

 

Continuing these partnerships through December 31, 2021, will accelerate HCA’s mobile vaccine efforts by helping to recruit eligible individuals in the hard-to reach communities, vulnerable populations that experience challenges to receiving public health services or other priority populations to receive the COVID-19 vaccines. Community Base Organizations (CBO) can help link individuals to testing and vaccine services by navigating the person through the process, registering and scheduling appointments and any follow-up needed. 

 

Scope of Services

·         The goal of this initiative is to increase community understanding and engagement in public health, including COVID-19 vaccines, testing, case interviews, contact tracing and other COVID-19 topics among the hardest hit and vulnerable populations.

·         County specific data (i.e. Advanced OC) will be used to identify areas of intervention and focus.

  • HCA will continue to coordinate with the CBOs to activate additional equity services. Services include developing and translating a variety of public health messages, which include tailored communications regarding COVID-19 prevention, testing and vaccines.
  • The CBOs will expand and strengthen HCA’s ability to deliver culturally relevant, linguistically appropriate and timely community engagement activities to the LatinX and Asian-American Pacific Islander communities. 

 

Performance Metrics

A monthly action report will be completed by the CBOs to demonstrate performance across various metrics including number and type of outreach activities, number of individuals linked to services by service category and patient testimonials among other evaluation data.

 

 

 

Metrics include but are not limited to:

·         Frequency of one-on-one/door-to-door interactions with community

·         Number of community/neighborhood events held

·         Number of linkages and referrals offered/delivered including but not limited to COVID-19 testing and vaccination services, transportation, housing, financial, mental, food and other community programs and services

 

These contracts include subcontractors. See Attachment C for information regarding subcontractors and Contract Summary Form.

 

This Agenda Staff Report is being brought before the Board less than 30 days before the start of the contract term due to the immediate need for COVID-19 Community Outreach and Engagement Services, as the previous emergency contracts for these vulnerable communities are set to expire on June 30, 2021.

 

HCA requests your Honorable Board of Supervisors to approve the Contracts between the County and OCAPICA and LHA, as referenced in the Recommended Actions above.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in Budget Control 042 FY 2021-22 Budget.

 

Should services need to be reduced or terminated due to lack of funding, the Contracts contain language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to participants, if necessary.
