RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute a four-year sole source contract with FARO Technologies, Inc. in the amount of $175,007 for a purchase of a Forensic 3D Digital Mapping Scanning System, Accessories and Related Software, effective upon approval of the Board of Supervisors. 

 

 

 

 

SUMMARY:

 

Approval of the sole source contract with FARO Technologies, Inc. will allow the Sheriff-Coroner Department's Orange County Crime Lab to make a one-time purchase of a Forensic 3D Scanning System, Accessories and Related Services, including warranties, service support and training, to assist processing and documenting minor and major crime scenes throughout the County of Orange.

 

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department's (Sheriff) requires the use of a three-dimensional (3D) scanner and digital mapping system in the Orange County (OC) Crime Lab for the purpose of facilitating the processing and documentation of minor and major crime scenes throughout the County, which include homicides, officer involved shootings and clandestine laboratories.

 

The OC Crime Lab's Identification Bureau had a Leica S10 3D Mapping System until it reached its end-of-service-life support and was removed from service in 2019.  This scanner was successfully deployed for eight years but the speed at which the Leica S10 operated was debilitating to Forensic Specialists who routinely gathered time-sensitive evidence and scene processing.

 

The replacement system by FARO Technologies, Inc. (FARO) also meets the same strict accreditation requirements and integrates seamlessly with the current imaging and mapping software that is used by the OC Crime Lab.  FARO combines the equipment and supportive infrastructure necessary to provide a mapping system that is aligned with the investigative mission of the OC Crime Lab.  They are the sole distributor of the requested equipment package, which will be built specifically for the needs of the OC Crime Lab's Identification Bureau.  No other company provides a single-source solution for equipment, software, training and technical support, as well as a local service center.  FARO is the only vendor that can provide equipment that allows for non-stationary Dynamic Scanning, which will allow for the increased capability for scene documentation. 

 

Sheriff now requests the approval of the Board of Supervisors (Board) for the four-year sole source contract with FARO for the purchase of equipment, warranties, service support and training in an amount not to exceed $175,007, effective upon Board approval. This contract does not currently include subcontractors or pass through to other provides.  See Attachment C for the Contract Summary Form.  Sheriff has verified there are no concerns that must be addressed with respect to the Contractor's name/ownership, litigation status or conflicts with County interests. 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in Budget Control 060, Sheriff-Coroner FY 2020-21 Budget and are funded through the use of the 2019 State Homeland Security Grant.  The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the contract.
