RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 3 to renew the Contract with Orange County Department of Education for provision of School-Based Violence Prevention Education Services, for the term July 1, 2021, through June 30, 2022, for an amount not to exceed $1,352,651, for a revised cumulative Contract total amount not to exceed $5,412,467, renewable for an additional one-year term.

Authorize the County Procurement Officer or authorized Deputy to execute Amendment No. 3 to the Contract with Orange County Department of Education, as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

Approval of Amendment No. 3 to renew the Contract with Orange County Department of Education for provision of School-Based Violence Prevention Education Services will allow continuation of services to students, teachers and family members to reduce the impact of violence and trauma in schools and in the community.

 

 

 

BACKGROUND INFORMATION:

 

Your Honorable Board of Supervisors (Board) approved the Contract with Orange County Department of Education (OCDE) for provision of School-Based Violence Prevention Education (VPE) Services and the below additional actions have been executed pursuant to appropriate authorities.

The proposed Amendment will allow services to continue for the renewal term of July 1, 2021, through June 30, 2022, with an amount not to exceed $1,352,651 for the renewal term, for a revised cumulative contract total amount not to exceed $5,412,467, renewable for an additional one-year term.

 

Scope of Services:

VPE services are provided to students, their families and school personnel with the goal of preventing and reducing violence and its impact within Orange County schools, neighborhoods and families. While services are offered to all Orange County schools, participation in the program is voluntary. Contract funding supports program staff, training and costs for educational materials and curricula. The program will provide a variety of violence prevention services including the following:

Crisis Prevention Management includes direct crisis response services as well as educational sessions and trainings that support the community. Direct crisis response services includes a Crisis Response Network (CRN), which is a Countywide collaborative that coordinates, manages and mobilizes a roster of trained crisis responders who can assist the school and community in times of emergency or need. Educational sessions will include training to students, parents, school personnel and the local community on crisis-related topics including a specialized training for 100 youth service providers to receive a Crisis Response Certification.

Safe from the Start (SFTS) program provides education and training on how violence can affect the development of a child’s brain in areas of cognitive, emotional and social development, and how it may compromise learning.

Anti-Bullying Services provides education and training for students, school personnel and families on bullying prevention, cyber-bullying, media literacy, responsible use of digital technology and digital citizenship.

*

Character Education program provides education, training and skills building to support students in coping with high-risk behaviors and stress related to trauma and or violence.

Threat Assessment program provides proactive threat assessment training and threat simulation drills for teachers and school staff. Additionally, community forums to promote collaboration and open discussions will be facilitated throughout Orange County.

 

 

Performance Outcomes:

Units of Services (UOS) for the proposed Amendment will include students, parents/family members and school personnel served and the trainings in each type of service provided. In FY 2019-20, the program provided services to 33,268 students, 1,180 parents and 2,116 school staff in 88 schools in Orange County and either met most of their contracted UOS or exceeded them for FY 2019-20. Contracted goals in FY 2019-20, including the annual CRN Conference and the Threat Assessment trainings, were not met due to the school closures during the public health emergency. Program is on target to meet current year goals for trainings and presentations although with fewer students, parents and staff in attendance. The Health Care Agency (HCA) staff continues to work with program staff in overcoming barriers in meeting all contract goals. As of March 31, 2021, 19,761 students, 1,294 parents, 1,213 school staff and 113 youth service providers were served. School districts served in FY 2019-20 and 2020-21 include: Anaheim Elementary, Anaheim Union, Brea Olinda Unified, Buena Park, Capistrano Unified, Centralia Elementary, Cypress, Fullerton, Fountain Valley, Garden Grove Unified, Huntington Beach City, Huntington Beach Union, Irvine Unified, La Habra City, Los Alamitos Unified, Magnolia, Newport-Mesa Unified, Ocean View, Orange Unified, Placentia-Yorba Linda Unified, Saddleback Valley Unified, Santa Ana Unified, Tustin Unified, Westminster and ACCESS (Alternative, Community, and Correctional Education Schools and Services). All performance objectives for the proposed Amendment will be similar to the current fiscal year contracted goals.

Performance outcomes for the proposed Amendment will remain the same and include participant’s ability to manage trauma, improve parenting skills, increase in skills to prevent/stand up to bullying and cyberbullying, and improve their confidence and ability to cope with stress. In FY 2019-20, program outcomes as measured by post-tests demonstrated significant improvements for participants in all areas measured. (See Table 3). Current fiscal year data is not yet available for these measures.

The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.  The Orange County Preference Policy is not applicable to this contract award.

 

The proposed Amendment with OCDE for VPE Services does include subcontractors. See Attachment B for Contract Summary Form. 

 

The Amendment is presented to the Board less than 30 days from the start date of the contract term due to the additional time taken to negotiate the scope of services required for the program.

 

HCA requests that the Board approve Amendment No. 3 to the Contract with OCDE for provision of VPE Services, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in Budget Control 042 FY 2021-22 Budget.

 

Should services need to be reduced or terminated due to lack of funding, the Contract contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
