RECOMMENDED ACTION(S):

 

 

1.

Find that the subject project is Categorically Exempt (Class 22) from the provisions of CEQA pursuant to Section 15322.

 

2.

Approve Agreement Between County of Orange and Orange County Superintendent of Schools for the Provision of Personnel Support Services, in an amount not to exceed $327,000, effective July 1, 2011 through June 30, 2012.

 

 

 

 

SUMMARY:

 

The Probation Department requests approval of the Agreement between the County of Orange and the Orange County Superintendent of Schools for the Provision of Personnel Support Services for three youth programs conducted at Probation's Youth Guidance Center (YGC), Youth Leadership Academy (YLA), and Juvenile Hall, in an amount not to exceed $327,000, effective July 1, 2011 through June 30, 2012.

 

 

BACKGROUND INFORMATION:

 

The Orange County Superintendent of Schools (Superintendent) has provided services to the County of Orange (County) since July 1, 1998 for various Juvenile Justice Crime Prevention Act (JJCPA) programs. 

 

Under the proposed Agreement, Superintendent will continue to provide trained personnel for the continuation of three programs for youth housed at the YGC and YLA, and for youth serving commitments at Juvenile Hall while awaiting placement in any of the following programs:

Addiction, Substance Abuse Education and Recognition Treatment (ASERT) Program, a drug and alcohol abuse intervention program for male youth housed at YGC.

 

2.

Substance Abuse Treatment Education and Prevention (STEP) Program, an expanded treatment and rehabilitation program for female youth housed at YGC. 

 

3.

Employment Readiness Program, a vocational instruction and employment program for the preparation of wards age 17.5 years and older housed at YLA, prior to the conclusion of their commitment.

 

During the term of the proposed Agreement, Superintendent agrees to provide the following positions for support services:

 

 

One full-time School Counselor and one full-time Transition Specialist for the ASERT Program, with funding provided by JJCPA, in an amount not to exceed $163,500;

 

 

One full-time Counselor-Clinician for the STEP Program, with funding provided by JJCPA, in an amount not to exceed $81,750; and

 

 

One full-time Counselor-Clinician for the Employment Readiness Program, with funding provided by the County's General Fund, in an amount not to exceed $81,750.

 

The four assigned staff will assess the youth selected for program participation, and provide academic and psychosocial assessment, testing, monitoring, and class placement.  Services will include substance abuse prevention and treatment, educational support for high school graduation or G.E.D. certification, and preparation for employment.  The Counselor-Clinician assigned to the YLA's Employment Readiness Program will provide vocational instruction and employment preparation for wards age 17.5 years and older due to the special and immediate needs of these youth as they prepare for release into the community at the end of their confinement. 

 

Mutual Indemnification and Insurance:

This Agreement contains a mutual indemnification provision and no insurance requirements.  CEO/Risk Management approves these terms as the Agreement is between two public entities.

 

Contingency of Funds: 

The proposed Agreement contains language that will permit the immediate reduction or termination of services due to fiscal non-appropriation, without penalty.  Such provisions can be triggered if State funding or other appropriations are not forthcoming, or otherwise become limited.

 

CEQA COMPLIANCE:

The subject activity is Categorically Exempt (Class 22) from the provisions of CEQA pursuant to Section 15322.  The activity involves the provision of educational support services with no physical alteration of training structures.

FY 2011/12: $327,000.  GF: $81,750; State: $245,250
