SUMMARY:
Approval of Amendment No. 1 to Agreement C-9-0647 with the Orange County Transportation Authority (OCTA) and Amendment No. 3 to the New Freedom Agreements with existing Senior Non-Emergency Medical Transportation (SNEMT) approved contractors extending the term of the Agreements through September 30, 2011 to align with the Federal Fiscal Year will support the continued provision of non-emergency medical-related transportation to eligible older adults residing in Orange County.
BACKGROUND INFORMATION:
On January 12, 2010, your Board authorized OC Community Resources to enter into an Agreement with the Orange County Transportation Authority (OCTA) to receive Federal New Freedom funding in the amount of $1,000,000 ($900,000 for contracted program services and $100,000 for administration) for a two-year grant period through June 30, 2011. The grant funding supported the expansion of the Senior Non-Emergency Medical Transportation (SNEMT) program.
Additionally, your Board approved New Freedom Agreements with existing SNEMT approved contractors: St. Anselm's Cross-Cultural Community Center, Age Well Senior Services, Inc., and Abrazar, Inc. in an aggregate total annual amount of $450,000 through June 30, 2010 with the option to renew the Agreements for three one-year periods. On May 18, 2010, your Board approved the renewal of the New Freedom Amendments to Agreements for a second year term in the aggregate total annual amount of $450,000 for a period of July 1, 2010 through June 30, 2011.
OCTA, as the administrator of the Federal grant funded program, has requested that their Agreement with the County and the existing New Freedom Agreement with approved SNEMT contractors be extended for an additional three months through September 30, 2011 to align with the Federal Fiscal Year. As $126,500 in New Freedom funds is projected to be unspent by June 30, 2011, the extension of the Agreement term represents a no cost extension.
Amendment No. 1 to Agreement C-9-0647 with OCTA and Amendment No. 3 to the New Freedom Agreements with existing SNEMT approved contractors extending the term of the Agreements through September 30, 2011 is recommended for approval. As the option for two one-year renewal terms remains in the New Freedom SNEMT approved contractor Agreements, it is also recommended that the potential subsequent renewal terms also be aligned to the Federal Fiscal Year. Approval of the Amendments will support the continued provision of SNEMT program services to older adults in Orange County who lack other reasonable means or access to medical-related transportation.

FINANCIAL IMPACT:
