RECOMMENDED ACTION(S):

 

 

1.

Authorize OC Community Resources Director or designee to execute the Fourth Amendment to renew the Contract with Abrazar, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 1, North County, funded by Tobacco Settlement Revenue to increase the contract amount by $410,892 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $1,601,454.

Authorize OC Community Resources Director or designee to execute the Sixth Amendment to renew the Contract with Abrazar, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 1, North County funded by Measure M2 funds to increase the contract amount by $908,057 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $3,593,639.

Authorize OC Community Resource Director or designee to execute the Third Amendment to renew the Contract with Age Well Senior Services, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 2, South County, funded by Tobacco Settlement Revenue to increase the contract in the amount by $441,152 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $1,719,393.

Authorize OC Community Resource Director or designee to execute the Fifth Amendment to renew the Contract with Age Well Senior Services, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 2, South County, funded by Measure M2 to increase the contract amount by $974,930 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $3,858,292.

Authorize OC Community Resource Director or designee to execute the Fourth Amendment to renew the Contract with Abrazar, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 3, Central/West County, funded by Tobacco Settlement Revenue to increase the contract amount by $548,882 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $2,139,274.

Authorize OC Community Resource Director or designee to execute the Sixth Amendment to renew the Contract with Abrazar, Inc. for Senior Non-Emergency Medical Transportation Services in Service Area 3, Central/West County, funded by Measure M2 to increase the contract amount by $1,213,013 for the contract term of July 1, 2020, to June 30, 2021, for a total cumulative contract amount of $4,748,196.

 

 

7.

Pursuant to Contract Policy Manual Section 3.3-114, authorize OC Community Resources Director or designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the contract amounts for the first year of the contracts, for the entire term of the contracts, including renewals, and within the scope of work set forth in the contracts. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

 

 

 

SUMMARY:

 

Approval of Amendments with Abrazar, Inc. and Age Well Senior Services, Inc. will facilitate continued implementation of the Senior Non-Emergency Medical Transportation Program for FY 2020-21 to ensure that older adults continue to have access to transportation services for doctor's appointments, dental appointments, chemotherapy and dialysis treatments and other non-emergency medical appointments throughout Orange County.

 

 

BACKGROUND INFORMATION:

 

The Senior Non-Emergency Medical Transportation (SNEMT) Program benefits thousands of Orange County's older adults who have no other reasonable means of transportation for non-emergency medical appointments such as dialysis, chemotherapy, dentistry, prescription pick-ups, lab tests and x-rays. In FY 2018-19, 146,213 one-way trips were provided to 7,232 older adult participants Countywide. In the current fiscal year, the SNEMT program has provided 78,507 one-way trips to 8,570 participants consisting of a total of 982,226 miles to program participants.

 

Funding allocations are based on the 2010-14 American Community Survey population estimates and the percentage breakdown is based on the pre-determined percentages within the Request for Proposal.

 

On June 28, 2011, the Board of Supervisors (Board) approved Contract No. C-l-2583 with the Orange County Transportation Authority Measure M2 (OCTA M2 Contract) effective through June 30, 2016. On July 12, 2016, the Board approved Amendment 1 to the OCTA M2 Agreement, extending the term for the term through June 30, 2021.  The OCTA M2 Contract stipulates that the County is entitled to 1 percent of the net revenues to augment existing SNEMT Program services funded with Tobacco Settlement Revenue (TSR). The M2 net revenue shall be annually allocated to the County in an amount no less than the annual amount of TSR funding expended by the County for these services and no greater than 1 percent of M2 net revenue plus any accrued interest.

 

On May 23, 2017, the Board approved OC Community Services/Office on Aging to enter into a contract with Abrazar, Inc. for Service Area 1- North County (Service Area 1) and Service Area 3 – Central/West County (Service Area 3) and Age Well Senior Services, Inc. for Service Area 2 – South County (Service Area 2) for SNEMT Program services for one year with an option to renew for three additional one-year terms.  

 

On June 26, 2018, the Board approved the First and Second Amendments to Contracts with Abrazar, Inc. and Age Well Senior Services for their respective service areas and funding sources. Amendments thereafter were administratively executed by the OC Community Services.  See Attachment F - Executed Amendments.

 

OC Community Services/Office on Aging is requesting the Board's approval to amend and renew the contracts with Abrazar, Inc. and Age Well Senior Services, Inc. for each of their respective service areas and funding sources, for the term of July 1, 2020, through June 30, 2021, for an aggregate total of $4,496,926. Renewal of funding for FY 2020-21 will provide approximately 178,181 one-way trips to new and current program participants. See Attachment C - Funding Allocation Summary and Attachment D - Performance Metrics.

 

Abrazar, Inc. and Age Well Senior Services, Inc. are currently in their last year of a four-year contract. They are current County vendors and both contractors' performance has been confirmed satisfactory. The County has verified there are no concerns that must be addressed with respect to Contractors' ownership/name, litigation status or conflicts with County interests.

 

These Contracts include subcontractors. See Attachment E for information regarding subcontractors and Contract Summary Form.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in the Budget Control 012 FY 2020-21 Budget. The contracts contain language allowing the County of Orange to terminate the contracts or reduce the level of services without penalty with or without cause in the event that funding is reduced and/or not available to continue funding the contracts.
