RECOMMENDED ACTION(S):

 

Approve and authorize the Sheriff-Coroner or her designee to execute and manage, on behalf of the County of Orange, a Memorandum of Understanding with Orange County incorporated cities, public universities and water agencies to allow their use of the County's Countywide Mass Notification System under the terms and conditions of the County's Countywide usage policy and vendor-provided agreements, commencing on July 1, 2012 through June 30, 2013.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests approval of a Memorandum of Understanding (MOU) with Orange County cities, universities and water agencies, which will allow participants to continue using the County's Countywide Mass Notification System, AlertOC.

 

 

 

BACKGROUND INFORMATION:

 

In 2006 the Board of Supervisors directed County staff to explore options for establishing a Countywide Emergency Mass Notification System capable of quickly delivering alert, warning and instructional messages to County residents and businesses during times of emergency. Pursuant to that directive, the CEO's Information Technology Office and the Sheriff's Emergency Operations Center created a pilot project, funded by an Urban Areas Security Initiative grant, which was activated in November 2007 to disseminate flood watch and evacuation notices within the Santiago Canyon Fire burned areas.  Based on the pilot project a Request for Proposals (RFP) was issued for a Countywide mass notification system using telephone calls, email and text messages.

 

Based on the RFP process, in May 2008 the Board approved a contract with Blackboard Connect, Inc. (formerly NTI Group, Inc.) for provision of AlertOC, the mass notification system for Orange County.  AlertOC is a Countywide tool for quickly communicating urgent information directly to Orange County residents and businesses during emergencies involving fires, floods, severe storms, earthquakes, civil disturbances, weapons of mass destruction, tsunamis, acts of terrorism, hazardous material releases, abductions, and water contamination.

 

In July 2008, the Board extended use of the system regionally by approving a Memorandum of Understanding (MOU) with Orange County municipalities and public universities, which are responsible for protecting a resident population and maintaining a dedicated public safety answering point.  In March  2010 the Board further extended use of the system by approving an MOU with the Municipal Water District of Orange County and Orange County water agencies.  The MOUs allow these entities to use the County's Countywide Mass Notification System under the terms and conditions of the County's countywide usage policy and vendor provider agreements.

 

The current MOUs with Orange County municipalities, higher education districts, and water districts expire on June 30, 2012. On May 1, 2012 your Honorable Board approved the renewal of the AlertOC contract with Blackboard Connect, Inc. for a fifth and final year.  The MOUs need to be extended to allow participants to continue use of the system. 

 

The proposed MOU, which combines the previous two MOUs and will be executed by Orange County municipalities, public universities and water agencies, will have a new expiration date of June 30, 2013.  Because the contract with Blackboard Connect, Inc. will expire on May 5, 2013, a competitive bid process will be conducted for provision of Countywide mass notification services. A new contract and possibly a new vendor will be in place by May 2013 and a new MOU will be drafted at that time to reflect the changes.  In addition, the County Executive Office has transitioned program administration of the Countywide mass notification system to the Sheriff-Coroner Department and the proposed MOU has been updated to reflect this change. All other provisions of the previous MOUs remain the same.
