RECOMMENDED ACTION(S):

 

 

1.

Approve the Second Amendment to the Agreement with AIDS Services Foundation Orange County for Provision of HIV Housing Services increasing the maximum obligation by $72,965 from $476,644 to $549,609 for the period July 1, 2011 through June 30, 2012.

 

2.

Authorize the Health Care Agency Director or designee, on behalf of the Board of Supervisors, to execute the Second Amendment with AIDS Services Foundation Orange County for Provision of HIV Housing Services.

 

 

 

 

 

SUMMARY:

 

The Health Care Agency requests the approval of the Second Amendment to the Agreement with AIDS Services Foundation Orange County for Provision of HIV Housing Services.

 

 

 

BACKGROUND INFORMATION:

 

As of December 2011, there are an estimated 6,674 Orange County residents living with HIV/AIDS.  Based on current reporting trends, there are approximately 300-350 newly reported HIV/AIDS cases in Orange County each year. 

 

The County of Orange, Health Care Agency (HCA), receives funding from the Federal Department of Housing and Urban Development (HUD), Housing Opportunities for Persons with AIDS (HOPWA) program through the City of Santa Ana and from the U.S. Department of Health and Human Services, Health Resources Services Administration (HRSA) through the Ryan White Treatment Extension Act of 2009 (Ryan White Act) to provide housing and supportive services for persons living with HIV/AIDS.  Under authority provided by the Ryan White Act, the Orange County HIV Planning Council allocates funds to service categories based on service utilization information, expenditure data, and epidemiological data, and HCA arranges for the delivery of those services.  Housing services are available to those living at or near the federal poverty level, persons with low incomes as defined by HUD standards (i.e. 50% of median income for the area), and persons who are ineligible for other housing programs.

 

On May 10, 2011, your Honorable Board approved the Agreement with AIDS Services Foundation Orange County (ASF) for Provision of HIV Housing Services for the period of July 1, 2011 through June 30, 2012 in the amount of $459,155.  HIV Housing Services provided under the ASF Agreement are: Emergency Financial Assistance (EFA) for Housing, Short Term Assistance for Rent (STAR) Payments, Transitional Housing Services, Housing Coordination Services, and Life Skills Training.

 

On December 15, 2011, HCA exercised the Board authorized 10% contingency clause and executed the First Amendment with ASF to increase the maximum obligation by $17,489 from $459,155 to $476,644 to provide additional Transitional Housing Services.

 

Under the proposed Second Amendment, the maximum obligation will increase by $72,965 from $476,644 to $549,609 to provide Transitional Housing Services.  Funding for this Amendment results from previously unallocated HOPWA funds approved by the HIV Planning Council.  Compared to last fiscal year (July-February), there has been a significant increase in need for Transitional Housing representing a 47% increase in clients served (56 compared to 38) and 30% increase in units provided (2,180 bed nights vs. 1,668 bed nights).  The additional units proposed for the amendment include an increase of 1,755 Transitional Housing bed nights for 41 clients combined with minor budget and unit adjustments for EFA and STAR services. 

 

Expected outcomes of this program are consistent with objectives established by the funding sources and can be summarized as follows: establishing or maintaining housing stability, reducing chronic homelessness, and increasing access to health care and other HIV related services.

 

HCA's administrative and programmatic evaluations of this program indicate ASF is meeting or exceeding established expectations in providing HIV Housing Services.

 

The proposed Amendment does not have subcontracts.

 

The Health Care Agency requests that your Board approve the Second Amendment with the AIDS Services Foundation Orange County for HIV Housing Services as referenced in the Recommended Action. 

 

 

 

FINANCIAL IMPACT:

 

This Agreement will be absorbed within the Health Care Agency's FY 2011-12 Current Budget.

 

It is estimated that funding for these services represent ten percent or less of the contractor's total annual operating budget.  Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows Health Care Agency to give 30 days notice to either terminate or renegotiate the level of services provided.  The notice will allow Health Care Agency adequate time to transition or terminate services to clients, if necessary.  Health Care Agency staff has reviewed this contractor's financial documentation, including its most recent financial statements.  At this time, there appears to be no issues that would impact the contractor's ability to perform the services.
