RECOMMENDED ACTION(S):

 

Authorize the County Purchasing Agent or authorized Deputy to execute Master Agreement MA-042-12011424 with The Regents of the University of California, a California constitutional corporation, on behalf of its UCLA Integrated Substance Abuse Programs for the provision of consultation, training and technical assistance services, commencing on June 1, 2012 through May 31, 2013, in an amount not to exceed $87,000.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of Master Agreement MA-042-12011424 with The Regents of the University of California, a California constitutional corporation, on behalf of its UCLA Integrated Substance Abuse Programs for consultation, training and technical assistance services.

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) is seeking to enhance the integration of services and build capacity across community healthcare, mental health and substance abuse treatment systems by incorporating substance abuse and mental health screening, brief intervention, and referral to treatment (SBIRT) into county operated and contract clinics, several Federally Qualified Healthcare Centers (FQHCs) and other community health care centers across Orange County.  To build system capacity and enhance the integration of services at these identified locations, HCA shall provide training and technical assistance to providers within these systems of care toward the goal of improved identification of mental health and substance use among patients seeking services from these locations.

 

The University of California, Los Angeles Integrated Substance Abuse Programs (UCLA ISAP) is the designed National Institute of Drug Abuse (NIDA) regional provider for the Pacific Southwest Addiction Technology Transfer Center (PS ATTC). The PS ATTC is responsible to enhance knowledge and expertise in addiction treatment and recovery by disseminating clinical and research information throughout the region.  PS ATTC sets the standards of professional practice for addiction workers to increase the number, quality and cultural competence of substance abuse professionals.

 

HCA contacted UCLA ISAP to provide expertise in developing a year-long training and technical assistance plan to ensure skill development among the identified providers.  There are no other training providers in the area of SBIRT with the credentials of the UCLA ISAP and the explicit mission to translate research into practice skills through consultation and training of local providers such as the staff of HCA.  HCA submitted a sole source request that was approved by the County Procurement Office on 3/28/12.

 

The desired outcome of this project is the development and facilitation of a training that teaches individuals a set of skills to better screen/identify, treat, and refer patients at risk for mental health and substance use disorders.  The training will be designed to educate a diverse group of individuals who come from a variety of educational and professional backgrounds.

 

UCLA ISAP shall provide 16 training days on Motivational Interviewing, eight training days on SBIRT, and 92 days of consultation, coaching and clinical supervision, for a total of 116 training, consultation and supervision days.

 

This Master Agreement contains a mutual indemnification provision that limits the Contractor’s liability to willful and negligent acts.  CEO/Risk Management has reviewed the indemnification provision, and has determined it to be acceptable for these services.

 

The Master Agreement contains language which permits reduction or termination without penalty if approved funding or appropriations are not forthcoming.

 

The proposed Master Agreement does not have subcontracts.

 

The Health Care Agency requests that your Honorable Board authorize the County Purchasing Agent or authorized Deputy to execute the Master Agreement with The Regents of the University of California, a California constitutional corporation, on behalf of its UCLA Integrated Substance Abuse Programs as referenced in the Recommended Actions.

 

 

 

 

FINANCIAL IMPACT:

 

This Master Agreement is included in the Health Care Agency's FY 2011-12 Current Budget and has been included in FY 2012-13 Requested Budget.
