RECOMMENDED ACTION(S):

SUMMARY:
Approval of this non-financial Master Memorandum of Understanding (MOU) will support an ongoing multidisciplinary team (MDT) comprised of community-based organizations to provide Differential Response-Path One services (Prevention/Early Intervention) to serve more children and families in need and, thus enhancing their potential for family maintenance.
BACKGROUND INFORMATION:
The Differential Response (DR) multiple-path strategy was developed as a result of Welfare and Institutions Code (WIC) Section 10601.2(e)’s California Child and Family Service Review System (C-CFSRS) to ensure child safety, and enhance the responsiveness of child welfare services and the community to families in crisis. DR offers a broader set of responses for engaging families at the first signs of trouble, including innovative partnerships with community-based organizations (CBOs) that can help support families in need before further problems develop. Path One level services are indicated when reported allegations concerning children and their families experiencing difficulties do not meet the statutory definition of child abuse or neglect; however, their situation could be addressed by community services.
The original Master MOU
approved in November 2009 allowed for a MDT comprised of qualified CBOs and
their community partners to share information, pursuant to WIC sections 10850.1
and 18951, and deliver DR Path One services at no cost to the County. From November 2009 through February 2012,
SSA’s MDT has received 695 referrals
and provided 583 families with services and resources including but not
limited to in-home parenting and family support, communication skills building,
domestic violence prevention and intervention, emergency assistance,
immunization and other medical follow up, and answers to public health issues.
The proposed MOU seeks to renew the provision of DR Path One services through
this MDT.
This is a sole source agreement authorized by California Department of Social Services Manual of Policies and Procedures Section 23-650.1.13 which allows procurement by negotiation if the aggregate annual amount involved does not exceed $100,000. County Procurement Office reviewed and approved the sole source request.
County Counsel has approved this MOU as to form.
Contingency of Funds
Prior to signing individual non-financial MOUs, the community-based organizations will be made aware the MOU involves the utilization of County resources for which funding, or portions of the funding, may be contingent upon the State budget; receipt of funds from and/or obligation of funds by, the Federal government to the State and from the State to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County's Board of Supervisors for each fiscal year covered by this MOU. If such approval, funding, or appropriations are not forthcoming, or are otherwise limited, the MOU in this agenda item contains language which permits the County to immediately terminate, reduce, or modify the MOU without penalty.
