RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with The Regents of the University of California, a Constitutional Corporation, on behalf of University of California Irvine School of Medicine, Department of Psychiatry for Provision of Physician Services, with a maximum obligation of $225,843 for the period of July 1, 2012 through June 30, 2013, a maximum obligation of $225,843 for the period of July 1, 2013 through June 30, 2014, and a maximum obligation of $225,843 for the period of July 1, 2014 through June 30, 2015.

Authorize the Health Care Agency Director, or designee, on behalf of the Board of Supervisors, to execute the Agreement with provider.

 

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreement with The Regents of the University of California, a Constitutional Corporation, on behalf of University of California Irvine School of Medicine, Department of Psychiatry for Provision of Physician Services.

 

 

 

BACKGROUND INFORMATION:

 

 

The Health Care Agency (HCA) currently contracts The Regents of the University of California, a Constitutional Corporation, on behalf of University of California Irvine School of Medicine, Department of Psychiatry (UCI) for Provision of Physician Services.  The current Agreement will end on June 30, 2012, and the proposed Agreement will allow services to continue through June 30, 2015.

 

Under the proposed Agreement, Resident Physicians from the UCI graduate medical education program will provide highly specialized medical and psychiatric services to adults living with serious and persistent mental illnesses, and enrolled in County Adult Mental Health Outpatient clinics.  Services are provided at the County-operated Anaheim and Santa Ana clinics and include examination and diagnosis of clients, order and administration of treatment for patients, and prevention services.  Typically, from four to eight Resident Physicians provide services at each clinic, for up to 10 hours per week.

 

In addition to the above services, this Agreement will allow UCI Child Fellows in Psychiatry to provide highly specialized medical and psychiatric services to seriously emotionally disturbed children and youth.  Services will be targeted to under-served populations, those at risk of homelessness, youth in the juvenile justice system, and those who are enrolled in County Children and Youth Services programs.  Services for clients will be provided at Youth and Family Resource Centers and Youth Leadership Academy/Juvenile Hall and include examination and diagnosis, order and administration of treatment, and prevention services.  This Agreement will also allow medical school faculty hours needed for clinical supervision of Child Fellows. 

 

UCI is the only provider of Resident Physicians in Orange County.  These services allow HCA a specialized service at a rate below market for practicing professionals.  HCA submitted a sole source/proprietary request that was approved by the County Procurement Office on March 15, 2012.

 

This Agreement provides a cost effective approach to receiving high quality psychiatric services for residents of Orange County.

 

The proposed Agreement does not have subcontracts.

 

This Agreement contains a mutual indemnification provision, which varies from the County standard of sole indemnification, and an insurance provision, which is different from the County standard.  CEO/Risk Management has approved the indemnification and insurance provisions and determined the risk to be acceptable for these services.

 

The Health Care Agency requests that your Honorable Board approve the Agreement with The Regents of the University of California, a Constitutional Corporation, on behalf of UC Irvine Medical Center for Provision of Physician Services as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

This Agreement is included in the Health Care Agency's FY 2012-13 Requested Budget and will be included in the budgeting processes for FY 2013-14 and FY 2014-15.

 

It is estimated that funding for these services represents ten percent or less of the contractor’s total annual operating budget.  Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows Health Care Agency to give 30 days notice to either terminate or renegotiate the level of services to be provided.  The notice will allow Health Care Agency adequate time to transition or terminate services to clients, if necessary.  Health Care Agency staff has reviewed this contractor’s financial documentation, including its most recent financial statements.  At this time, there appear to be no issues that would impact the contractor’s ability to perform the services
