SUMMARY:
The Health Care Agency requests approval of the selection of and the Agreement with Orange County Child Abuse Prevention Center, Inc. for Provision of Parent Education and Support Services.
BACKGROUND INFORMATION:
On November 23, 2010, the Health Care Agency (HCA) issued a solicitation inviting all interested parties to submit proposals to provide Parent Education and Support Services, targeted toward parents, grandparents, and caregivers who care for children that are or can be vulnerable to behavioral health problems.
The goal of these services is to foster effective parenting skills and family communication, healthy identities, child growth and development, and self-esteem. Services will include, but are not limited to curriculum based parent education and support services via individual and group sessions, assisting parents in reducing the incidence of: 1) child abuse, 2) substance abuse, 3) juvenile delinquency, 4) gang violence, 5) learning disorders, 6) behavior problems, and 7) emotional disturbances.
A total of 5,865 organizations were notified of the solicitation and HCA received five responsive proposals. The evaluation panel, composed of two HCA representatives and two community representatives, evaluated the proposals and recommended Orange County Child Abuse Prevention Center, Inc. (OCCAPC) be awarded a contract for Provision of Parent Education and Support Services.
OCCAPC has extensive experience in providing impactful parent education, training, and other mental health services to the Orange County community. As demonstrated in their proposal, their focus is rooted in parent education and strong community connections.
OCCAPC's parent education and support program will use the Community Parent Education Training (COPE) based model which is aimed at improving child rearing skills and healthy choices for families. OCCAPC's design focuses on families and caregivers of children ages 0-12 whose circumstances include risk of academic failure, mental health impairments, and behavioral instability. Services will be provided via certified facilitators at community outreach sites, schools, afterschool program locations, and family resource centers throughout Orange County. Outreach will be conducted at schools, after-school programs, and community-based organizations and will generate referrals for parenting education services.
The COPE model consists of a 10 session skill
building curriculum designed to help parents strengthen relationships with
their children, increase cooperation, and solve problems. The program employs child care coordinators
to assist families with child care to encourage higher participation in the
program.
Negotiations with OCCAPC have been completed. The proposed Agreement has a maximum obligation of $74,636 for the period May 2, 2012 through June 30, 2012; and a maximum obligation of $507,590 for each of FY 2012-13 and FY 2013-14. Funding for the period May 2, 2012 through June 30, 2012 is for start-up costs, including hiring and training of staff, equipment, and materials needed to operationalize the program. The periods July 1, 2012 through June 30, 2014 will be for provision of services.
The anticipated annual productivity for this program includes 100 individual educational sessions and 1,000 group sessions in a classroom setting for both FY 2012-13 and FY 2013-14. Each parenting class anticipates an average of 20 participants per class with an annual number of 1000 classes. Participant outcomes, measured through pre- and post-tests, will examine improvements in parenting skills and the ability of those parents to manage challenging behaviors exhibited by their children. These skills will be measured through Parental Resilience Surveys and The Knowledge of Parenting and Child Development Ratings Tool at the beginning and end of services.
The proposed Agreement will have subcontracts with individuals who will provide professional services that assist the contractor in carrying out the specific service obligations of the Agreement for an estimated amount of $6,400 for May 2, 2012 through June 30, 2012.
The Health Care Agency requests that your Honorable Board approve the selection of and the Agreement with Orange County Child Abuse Prevention Center, Inc. for Provision of Parent Education and Support Services as referenced in the Recommended Actions.
FINANCIAL IMPACT:
This Agreement is included in the Health Care Agency's FY 2011-12 Current Budget, has been included in FY 2012-13 Requested Budget and will be included in the budgeting process for FY 2013-14.
It is anticipated that funding for these services represents less than 10% of the provider's total annual operating budget. Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows Health Care Agency to give 30 day notice to either terminate or renegotiate the level of services to be provided. The notice will allow Health Care Agency adequate time to transition or terminate services to participants, if necessary. Health Care Agency staff has reviewed the contractor's financial documentation, including their most recent financial statements. At this time there appears to be no issues that would impact the contractor's ability to perform the services.
