RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with South Coast Children’s Society, Inc. dba South Coast Community Services for Provision of Transitional Age Youth Crisis Residential Services, with a maximum obligation of $1,353,350, for the period July 1, 2012 through June 30, 2013.

 

 

2.

Authorize the Health Care Agency Director, or designee, on behalf of the Board of Supervisors, to execute the Agreement with provider.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreement with South Coast Children's Society, Inc. dba South Coast Community Services for Provision of Transitional Age Youth Crisis Residential Services.

 

 

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) currently contracts with South Coast Children’s Society, Inc. dba South Coast Community Services (SCCS) for Provision of Transitional Age Youth (TAY) Crisis Residential Services. This program serves Orange County transitional age youth, ages 18 through 25, who have a Serious Emotional Disturbance (SED) and/or Serious Mental Illness (SMI) and provide individual and group therapy, crisis intervention, medication support, case management, and therapeutic behavioral services. 

 

SCCS provides TAY Crisis Residential Program (CRP) and Social Rehabilitation Program (SRP) Services, each in a licensed six-bed home setting. The proposed Agreement reflects a maximum obligation of $1,353,350 for FY 2012-13 and a contracted service level of 78 clients at the CRP and 18 clients at the SRP, for a total of 96 clients, which is consistent with this current fiscal year.  This Agreement will end on June 30, 2012, and the proposed Agreement will allow services to continue through June 30, 2013.

 

The CRP Program is a short term, three week residential treatment service that provides a focused clinical program to assist TAY in resolving mental health crisis symptoms to facilitate their return to the community or independent housing. The SRP is a longer term program, up to four months, that provides structured residential services with an appropriate level of mental health services for TAY clients who are more stable than the clients of the CRP but still need significant supervision to stay out of psychiatric hospitals and avoid homelessness. Linkage to ongoing outside community mental health services and other supports is an integral part of the program. Both of these programs are dually licensed by the State Department of Health Care Services and Community Care Licensing.

 

The anticipated outcome for this program is to enable clients to adaptively function at a higher level in the community which will be measured by a reduction of days they are psychiatrically hospitalized from program enrollment to sixty days post-enrollment. From July 1, 2011 to December 31, 2011, 41 clients were served by SCCS with virtually all diverted from hospitalization and it is anticipated that they will meet or exceed the contract expectation of 96 clients by June 30, 2012.

 

The proposed Agreement does not have subcontracts.

 

The Health Care Agency requests that your Honorable Board approve the Agreement with South Coast Children's Society, Inc., dba South Coast Community Services for Provision of Transitional Age Youth Crisis Residential Services as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

This Agreement is included in the Health Care Agency's FY 2012-13 Requested Budget.

 

It is estimated that funding for these services represents ten percent or less of South Coast Children's Society, Inc. dba South Coast Community Services total annual operating budget.  Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows the Health Care Agency to give 30 days notice to either terminate or renegotiate the level of services to be provided.  This notice will allow the Health Care Agency adequate time to transition or terminate services to clients, if necessary.  Health Care Agency staff has reviewed the providers' financial documentation, including their most recent financial statements.  At this time there appears to be no issues that would impact the providers' ability to perform the services.
