RECOMMENDED ACTION(S):

 

 

1.

Approve master Agreement with various providers for Provision of Point of Dispensing Site Services, with an aggregate amount not to exceed $250,000 for the period July 1, 2012 through June 30, 2013.

 

2.

Authorize the Health Care Agency Director, or designee, on behalf of the Board of Supervisors, to execute Agreements with various providers.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the master Agreement with various providers for Provision of Point of Dispensing Site Services.

 

 

 

BACKGROUND INFORMATION:

 

Since 2005, the California Department of Public Health (CDPH) has provided federal funding to the Health Care Agency (HCA) to support planning for mass medication dispensing/vaccination services.  These services would be required in the event it was necessary to respond to a large scale public health incident.  Utilizing this funding, HCA has worked with cities throughout the County to assure capability to stand up these services in the shortest time possible through the creation of a “Point of Dispensing” (POD) program.  To ensure readiness, the program is annually exercised.    

 

To date, 64 POD sites in 25 cities have been formally identified, planned, developed, and equipped.  They are strategically placed throughout the County to create maximal access by large segments of the population.  In an effort to complete the master plan of 78 sites, HCA will work with these and additional cities to identify, assess, develop, equip and evaluate the remaining POD sites.  A maximum of $250,000 will be allocated to cover city personnel costs associated with trainings and workshops and the costs for developing each POD site plan.  Those cities selected to exercise their POD plans will receive additional funding to cover actual personnel costs for city management, fire, law enforcement and other city employees who actually participate in the POD exercises.  The Master Agreement will be funded from the Center for Disease Control and Prevention Cities Readiness Initiative. 

 

This master Agreement contains a mutual indemnification provision, which varies from the County standard of sole indemnification.  CEO/Risk Management has approved the indemnification provision and determined the risk to be acceptable for these services.  HCA does not anticipate any subcontracts for these services.

 

The Health Care Agency requests that your Honorable Board approve the master Agreement for Provision of Point of Dispensing Site Services with participating cities as referenced in the Recommended Action.

 

 

 

FINANCIAL IMPACT:

 

The appropriations related to this request are included in the Health Care Agency’s FY 2012-13 Requested Budget.

 

Services under the master Agreement have multiple contractors that share an aggregate maximum funding amount.  Funding for these contractors will vary depending upon utilization of services.  Should services need to be reduced or terminated due to lack of funding, these Agreements contain language that allows HCA to give 30 days notice to either terminate or renegotiate the level of services to be provided.  The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.  HCA staff has reviewed each contractor's financial documentation, including their most recent financial statements.  At this time, there appear to be no issues that would impact the contractors' abilities to perform these services.
