SUMMARY:
Approving and executing agreements with Brandow & Johnston, Ficcadenti Waggoner and Castle Structural Engineers, Saiful Bouquet Structural Engineers, Inc. and VCA Engineers, Inc. will allow for continued and uninterrupted on-call structural engineering services in support of John Wayne Airport’s Capital Improvements Program and other airport projects.
BACKGROUND INFORMATION:
John Wayne Airport (JWA) maintains a group of On-Call Architect-Engineer (A-E) consultants at all times to maintain a safe and operable airport through efficient delivery of airport infrastructure, planning, capital improvements and development services. The use of On-Call A-E Service Agreements (Agreements) expedites the process of providing these necessary services.
The Agreements will be used to provide A-E services for JWA projects. The scopes of these Agreements include A-E services for emergency and miscellaneous projects that are anticipated but cannot be defined until the need arises. The projects include new construction, maintenance, repair and alteration throughout JWA. The A-E ensures the projects meet government codes, industry design standards, safety standards, regulatory permitting requirements and JWA needs. The Agreements are for services to be provided on an “as-needed/on-call” basis. Requested services are subject to JWA’s approval with a not-to-exceed dollar amount for each task.
On May 9, 2018, JWA issued a Request for Qualifications (RFQ) to solicit Statements of Qualification (SOQ) from firms to provide A-E services for structural engineering to establish a Qualified Vendor List (QVL). The RFQ was advertised through June 6, 2018. Ten SOQ submittals were received. On August 10, 2018, the RFQ evaluation panel completed the written evaluation process and provided its recommendations for the establishment of a QVL (Attachment E, Page 1).
On May 21, 2019, the Board of Supervisors (Board) approved an agreement with IDS Group for structural engineering services in the amount of $1.5 million, effective May 21, 2019, through May 20, 2022, with the option to renew for two additional one-year terms.
To expand the depth and breadth of structural engineering services firms and to broaden JWA’s options for specialized areas of structural engineering suitable to various airport applications, JWA issued another RFQ, on July 17, 2019, to solicit SOQs from additional firms to provide structural engineering services to be added to the QVL. The RFQ was advertised through August 14, 2019. Eight SOQ submittals were received. On October 28, 2019, the evaluation committee completed the evaluation process and provided recommendations. Based on the criteria set forth in the RFQ, the firms listed in Attachment E, Page 2, were recommended for the establishment of a QVL.
Firms from the QVL were invited for interviews. On November 14, 2019, the evaluation committee completed interviews with the firms and provided recommendations. Agreements with the top-ranked firms were negotiated. The rating summaries and scoring are provided as Attachment F. JWA staff conducted due diligence on the top-ranked firms and reference checks were satisfactory regarding similar work. The reference checks are listed in Attachment G. The Agreements, scope of services and negotiated rates are included as Attachments A through D. The negotiated hourly rates and fees are within industry standards and are fair and reasonable for the scope of services in the Agreements. The Agreements include subcontractors. See Attachments H through K for information regarding the subcontractors and the Contract Summary Forms.
JWA seeks Board approval of the
proposed Agreements with Brandow & Johnston, Ficcadenti Waggoner and Castle
Structural Engineers, Saiful Bouquet Structural Engineers, Inc. and VCA
Engineers, Inc. for on-call structural engineering services in an amount not to
exceed $1.5 million each for a three-year term, with the option to renew for two
additional years.
Compliance with CEQA: This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA since it does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action regarding to a project since it is an award for A-E services for potential future projects that are not yet known. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.
FINANCIAL IMPACT:
The proposed Agreements will be encumbered on an “as needed” basis using existing appropriations in Airport Operating Fund 280 and Airport Construction Fund 281.
The proposed Agreements include a provision stating the Agreements are subject to and contingent upon the availability of local, state or federal government funds. If such funds are not approved, these Agreements may be immediately terminated without penalty to the County.
