RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with National Alliance on Mental Illness dba NAMI Orange County for provision of Warmline Services for the period July 1, 2018, through June 30, 2019, for a total maximum obligation of $536,566.

 

2.

Authorize the Health Care Agency Director, or designee, to exercise a contingency contract cost increase in an amount not to exceed 10% of the maximum obligation funding for the Agreement, which may be used over the entire term and within the scope set forth in the Agreement and execute all documents necessary pursuant to Contract Policy Manual Section 3.4-114.

 

3.

Authorize the Health Care Agency Director, or designee, to execute the Agreement as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Approval of the Agreement with National Alliance on Mental Illness dba NAMI Orange County for provision of countywide Warmline Services will provide non-crisis telephone, live chat and texting services to any Orange County resident needing support for behavioral health issues.

 

 

 

BACKGROUND INFORMATION:

 

On February 27, 2015, the Health Care Agency (HCA) released a Request for Proposals (RFP) for provision of Warmline Services for any Orange County resident needing support for behavioral health issues.   National Alliance on Mental Illness dba NAMI Orange County (NAMI Orange County) was the only responder for these services. On June 16, 2015, your Honorable Board approved the Agreement for a three-year term (FY 2015-18) with an annual maximum obligation of $441,566. On July 1, 2016, a First Amendment to the Agreement for Warmline Services was executed to exercise the 10% contingency to increase the Agreement by $44,000, revising the total maximum obligation from $1,324,698 to $1,368,698. The current Agreement will end on June 30, 2018, and the proposed Agreement will allow services to continue through June 30, 2019. The proposed Agreement will have a maximum obligation of $536,566  . Prior to contract expiration, HCA plans to issue a solicitation to continue services.

 

The Warmline Services program is a toll-free, non-crisis telephone, live chat, and texting service available to any Orange County resident needing support for behavioral health issues. Services are provided by trained staff or volunteers  with a similar lived experience as the caller. Services include immediate phone/chat support and outreach presentations to publicize Warmline Services. All incoming calls are screened for imminent safety concerns and when indicated these callers are immediately linked to the Crisis Prevention Hotline. Services are available between the hours of 9 a.m. to 3 a.m  . Monday through Friday and between the hours of 10 a.m. to 3 a.m . on the weekends. NAMI Orange County has exceeded all contracted units of service (UOS) goals for FY 2016-17 and is anticipated to exceed current fiscal year goals as well.

 

HCA has completed successful negotiations for FY 2018-19 and contracted UOS goals have been increased corresponding to the proposed funding increase (See Table 1). The additional funding for the services was approved by the Orange County’s Mental Health Services Act Steering Committee to address the growing need for these services in the community. The Warmline has seen a steady increase in the number of calls received over the past two years; there was a 19% increase in the number of calls to the Warmline in FY 2015-16 and a 56% increase in FY 2016-17. The additional funding will assist program to better manage the increased call volume as well as allow the provision of additional educational presentations.

Program outcomes for the proposed Agreement will be consistent with current year goals and demonstrate an improvement in mood in one or more mood states as measured by the Profile of Mood States Scale, a validated and published instrument that measures the change in mood over the course of the call. In FY 2016-17, over two thirds of the callers reported improved mood states including decreases in feeling helpless, anxious, depressed, overwhelmed, and worried from the beginning to the end of the call. 

 

The proposed Agreement for Warmline Services with NAMI Orange County is not anticipated to have subcontracts.

 

HCA requests that the Board authorize the HCA Director or designee, to exercise a contingency contract cost increase in an amount not to exceed 10% of the funding for the Agreement   over the entire term and within the scope of work set forth in the Agreement, pursuant to Contract Policy Manual Section 3.4-114.

 

HCA requests that the Board approve the Agreement with NAMI Orange County for provision of Warmline Services, as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement will be included in the FY 2018-19 Budget.

 

Should services need to be reduced or terminated due to lack of funding, the Agreements contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided.  The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
