SUMMARY:
Approval of the Fiscal Year 2015-16 Comprehensive Multi-Agency Juvenile Justice Plan will allow the Chief Probation Officer to submit an application for continued funding under the Juvenile Justice Crime Prevention Act, to support various programs targeting at-risk juveniles and their families.
BACKGROUND INFORMATION:
Assembly Bill 1913 (AB 1913) was approved as an urgency statute effective September 7, 2000. Known as the Juvenile Justice Crime Prevention Act (JJCPA), AB1913 added $121.3 million to the County Supplemental Law Enforcement Services Fund to implement a Comprehensive Multi-Agency Juvenile Justice Plan (CMJJP) developed by the local Juvenile Justice Coordinating Council (JJCC) in each county. The Orange County JJCC (OCJJCC) developed a CMJJP to fund juvenile justice programs administered by the Probation Department. The Board of Supervisors (Board) approved the CMJJP on December 19, 2000. The Board of State and Community Corrections (BSCC) subsequently approved the CMJJP on January 11, 2001, making $9,991,842 available for use in Orange County through June 30, 2002. The Board has approved the CMJJP each year thereafter, the most recent actions of which were April 29, 2014, April 16, 2013, and May 1, 2012.
The total new JJCPA funding anticipated to be received in FY 2015-16 is $8,959,651, which includes the State-provided funding estimate of $8,698,690 and $260,961 in growth revenue associated with FY 2014-15. Additionally, the OCJJCC approved the use of unspent prior year allocation, growth and interest earnings to be used in FY 2015-16 in support of JJCPA programs in the amount of $1,826,492, bringing the total JJCPA funding available in FY 2015-16 to $10,786,143. The table below shows the budget allocations for the individual programs currently funded under JJCPA. To remain eligible for funding, the annual CMJJP must be reviewed and approved by the OCJJCC and the Board. As such, the OCJJCC convened on February 19, 2015 and approved the CMJJP application including the following programs and funding allocations. No modifications to the CMJJP are proposed for FY 2015-16. In addition to State JJCPA funding, $110,000 in Federal Title IV-E funds will be applied to four of the programs included in the CMJJP as shown below. Thus, the total available funding from JJCPA and Title IV-E for the programs below is $10,896,143.

The JJCPA Application for Continuation Funding is due to the BSCC by May 1, 2015. In order for Probation to adhere to this deadline, this item cannot be rescheduled to a later Board Meeting date.
FINANCIAL IMPACT:
Expenses associated with the execution of the programs described in the CMJPP will be incurred in FY 2015-16 in the estimated amount of $10,896,143. Appropriations for these programs are included in the FY 2015-16 Recommended Budget and offsetting revenues are included in the FY 2015-16 Recommended Budget as follows: $10,786,143 (State JJCPA funding) and $110,000 (Federal Title IV-E funding). In 2011, JJCPA funding was realigned and is now deposited directly into the Auditor-Controller’s Supplemental Law Enforcement Services Fund; therefore, Probation will not be returning to the Board for acceptance of these funds.
