RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with Pacific Clinics for Provision of Recovery Education Institute Services, with a maximum obligation of $776,711 for the period July 1, 2015 through June 30, 2016.

 

2.

Authorize Health Care Agency Director or designee, to execute the Agreement as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreement with Pacific Clinics for Provision of Recovery Education Institute Services to provide mental health training services to consumers and family members as they move into higher levels of recovery, and to increase their participation in the public educational system.

 

 

 

 

BACKGROUND INFORMATION:

 

On May 7, 2013 and May 13, 2014, your Honorable Board approved the annual Agreement with Pacific Clinics for Provision of Recovery Education Institute (REI) Services for the periods of FY 2013-14 and FY 2014-15 respectively. The goal of the REI Program is to provide mental health training services to students, defined as individuals living with mental illness, and family members as they move into higher levels of recovery, and to increase their participation in community vocational training programs, college certification programs, or college degree programs by developing and refining the personal and academic skills necessary to continue their education.  Training services are student driven and provided by qualified instructors and professionally trained consumers or family members. Services include, but are not limited to, recovery action plans, peer support, academic support, and educational advancement services.

 

The current one year Agreement will end June 30, 2015, and the proposed Agreement will allow the services to continue through June 30, 2016. The maximum obligation for the proposed Agreement is $776,711, which is an increase of $50,000 from the current Agreement in order to cover the cost of one additional full time contracted employee.

 

The REI program proposes to serve 550 unduplicated students through training and academic advisement, utilizing 90 workshop courses, 50 pre-vocational courses, 14 college credit courses, and 15 extended education courses in FY 2015-16.  This is an increase in the number of courses contracted due to the providers exceeding contracted goals in FY 2014-15 (see Table 1).

 

REI will increase the number of students in all college credit courses from 15 in FY 2014-15 to 30 in FY 2015-16. The additional seats in each college level course were added due to a waiting list created by the popularity of these classes, which lead to an AA degree and/or the Mental Health Worker certificate when completed. Completion rates for all courses exceeded contractual requirements and can be seen in the Table 2 below.

Pacific Clinics will have subcontracts with colleges and individuals who will provide mental health related courses and professional services that will assist the contractor in carrying out the specific service obligations of the contract for an estimated amount of $68,740.

 

The Health Care Agency requests that your Board approve the Agreement with Pacific Clinics for Provision of Recovery Education Institute Services as referenced in the Recommended Actions.

 

 

FINANCIAL IMPACT:

 

This Agreement is included in the Health Care Agency’s FY 2015-16 Requested Budget.

 

Should services need to be reduced or terminated due to lack of funding, these Agreements contain language that allows Health Care Agency to give 30 day notice to either terminate or renegotiate the level of services to be provided.  The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
