SUMMARY:
Approval of project documents and authorizing the Clerk of the Board to advertise the Maintenance of Bridges: Phase 1, Santiago Canyon Project for bid will support vehicular and pedestrian safety.
BACKGROUND INFORMATION:
The Phase 1, Santiago Canyon Project will repair three bridges: Bridge No. 55C-0175 on Silverado Canyon Road over Ladd Canyon Creek; Bridge No. 55C-0606 on Oso Parkway over Trabuco Creek Bridge; and Bridge No. 55C-0125 on Highcliff Drive over Newport Boulevard, a pedestrian overcrossing. The routine bridge repair work will include removal and replacement of localized areas of unsound concrete on the bridge barrier railings and decks as well as sealing the bridge decks with methacrylate to extend the life of the bridges.
The routine repair and maintenance work is recommended by and documented within the Caltrans' Bridge Inspection Reports (BIR) for each of the bridges. The Caltrans Structure Maintenance and Investigations Department inspects all Orange County bridges every two years and provides a completed BIR to the County identifying needed routine maintenance and repair work. The BIR includes a summary of general information about the bridge structure, existing condition of the bridge, and work recommendations.
The Phase 1, Santiago Canyon Project is one of three projects comprising "Maintenance of Bridges: Phase 1" with the two companion projects including Phase 1 - Upper Santa Ana River Project and Phase 1 - Lower Santa Ana River Project. Phase 1 projects include work for which no regulatory permits are required. Phase 2 projects in these same three regions will require more extensive work and the need to secure regulatory permits.
A copy of the Plans and Special Provisions are on file at the office of the Clerk of the Board.
Compliance with CEQA: In accordance with CEQA Guidelines, Section 15301, Class 1 (Existing Facilities), the proposed project is exempt from the provisions of CEQA, which reflects the independent judgment of the lead agency, Orange County, and satisfies the requirements of CEQA. The project is exempted because it involves repair, restoration or rehabilitation of deteriorated structures to protect public health and safety as well as preservation of existing conditions.
