SUMMARY:
Approval of Agreement MA-299-12011596 with Geosyntec Consultants in an amount not to exceed $2,400,000 for a three-year period to provide construction management, quality assurance/quality control, and archaeological/paleontological services will support continued landfill operations and compliance with State and Federal regulations at South Region Landfills.
BACKGROUND INFORMATION:
OC Waste & Recycling is responsible for managing the County’s solid waste disposal system including South Region Landfills that consists of the active Prima Deshecha Landfill and five closed solid waste disposal sites. The Prima Deshecha Landfill was opened in 1976 to meet the solid waste disposal needs of the southern portion of Orange County.
Construction management services are required to support public works projects at South Region Landfills including, but are not limited to, the Zone 1 Phase C3 Groundwater Protection Composite Liner Project, the Segunda Deshecha Pre-Mitigation Irrigation Supply Project, and the Landfill Gas Header Extension Project.
On January 24, 2012, your Board selected Geosyntec Consultants as the primary Architect-Engineer firm to provide construction management (CM), quality assurance/quality control (QA/QC), and archaeological/paleontological (A/P) services for South Region Landfills and authorized OC Waste & Recycling to negotiate an agreement for your Board’s approval. A copy of the recommended Agreement is on file with the Clerk of the Board.
The recommended Agreement with Geosyntec Consultants will provide CM, QA/QC, and A/P services including, but not limited to, monitoring contractor activity; administering contracts for construction projects; scheduling and integrating proposed projects with existing waste management operations; developing methods for achieving maximum value; monitoring the project schedule and budget; performing geotechnical engineering; testing of the geosynthetic liner; and monitoring liner installation.
CEQA Compliance: Pursuant to California Environmental Quality Act (CEQA) Section 21065 and CEQA Guidelines Section 15378, the recommended action is not a project as defined by CEQA. This is because the subject selection will not cause either a direct physical change in the environment, or a foreseeable indirect physical change in the environment.
