RECOMMENDED ACTION(S):

 

 

1.

Find that the subject activity is not a project as defined by CEQA pursuant to Section 15378(b)(5) of the CEQA Guidelines.

 

2.

Approve A-E Agreement No. D12-005 between the County of Orange, Orange County Flood Control District, and RBF Consulting for on-call environmental services in an amount not to exceed $400,000 with a term of three years effective April 17, 2012 through April 16, 2015.

 

3.

Approve A-E Agreement No. D12-004 between the County of Orange, Orange County Flood Control District (OCFCD), and Dudek for on-call regulatory permitting services in an amount not to exceed $400,000 with a term of three years effective April 17, 2012 through April 16, 2015.

 

 

 

 

 

 

 

 

 

SUMMARY:

 

Approval of Agreements with Dudek and RBF Consulting for architect-engineer on-call environmental and regulatory permitting services will supplement County resources for completing flood control and road projects in a timely manner.

 

 

 

BACKGROUND INFORMATION:

 

 

On March 15, 2011, your Board selected Architect-Engineer (A-E) firms in a ranked order to provide on-call professional environmental and regulatory permitting services and authorized the OC Public Works Director or designee to negotiate individual Agreements on an as-needed basis. Environmental services generally consist of preparing initial studies and subsequent environmental documentation in compliance with the California Environmental Quality Act (CEQA). Regulatory permitting services consist of the preparing Federal and State regulatory documents and associated biological surveys. RBF Consulting ranked first on the environmental services and Dudek ranked fourth on the regulatory permitting services on-call lists.

 

Agreement D12-005 with RBF Consulting to provide supplemental environmental services in the amount of $400,000, and projects may include but are not limited to, the Santa Ana Delhi, San Juan Creek, and various routine maintenance projects.

 

Agreement D12-004 with Dudek for regulatory permitting services is recommended in the amount of $400,000, and projects may include, but are not limited to, the Greenville Banning Channel, Rossmoor, San Juan Creek, and various routine maintenance projects.

 

 

Compliance with CEQA:  The recommended subject projects are not projects as defined by CEQA pursuant to Section 15378(b)(5) of the CEQA Guidelines.
