SUMMARY:
Approve allocation of First District Fund 130 funds for projects for the City of Garden Grove, Kiwanisland, the City of Westminster, and the Garden Grove Unified School District. Delegate authority to the Clerk of the Board to execute the agreements with the entities above.
BACKGROUND INFORMATION:
On November 14, 2006, with approval of the FY 06-07 First Quarter Budget Report (agenda item #57), the Board of Supervisors approved allocation of $5 million in General Funds to Fund 130 District Community Priorities and Projects. The original intent of Fund 130 was to provide funds for capital projects for parks; one million for each of the five supervisorial districts.
During the FY 07-08 Budget Hearings on June 12, 2007, the Board approved an additional one million dollars per supervisorial district and made a modification to the original intent for use of the funds. The current allocation policy enables use of no more than 10% of the annual allocation for recreation programs and projects. Such allocations are subject to Board consideration and approval, and need to be matched by equivalent funds from a city, school district, or other sponsoring non-profit agency. None of the allocations below have a match requirement.
The First District Board of Supervisors requests approval for allocation of $272,500 in existing Fund 130 budgeted funds to the projects identified below.
Garden Grove Dog Park ($85,000): Currently, there is no dog park within the City of Garden Grove. Garden Grove Park is the ideal location for the construction of a small fenced off area for recreation and exercise of dog owners and their dogs. The construction of such a park within an existing area would consist of adding fencing and access gates, welcome sign, drinking fountains, benches, purchase of trash cans, and the removal of turf and addition of ground cover and mulch. This property improvement is much needed and will be well received within the animal loving community.
Kiwanisland Park Wheelchair Walkway ($17,500): The Kiwanisland Park of Garden Grove would like to add a wheelchair walkway to the Kiwanisland Park of Garden Grove, a three acre park that serves the youth and community of Orange County. The wheelchair walkway will assist those traveling between the Amphitheater and the pond and picnic and camping areas. Currently, over 10,000 children use the park annually for their activities.
Russell C. Paris Park Memorial ($20,000): Russell C. Paris Park is a nearly 12 acre park located in the heart of Westminster, and was recently renamed in honor of the late Councilman for the City of Westminster. A longtime resident, Councilman Paris had served on the City Council since 2000, sat on the Planning and Parks and Recreation commissions, and was active in several community groups. The City of Westminster would like these funds to go toward park improvements including a memorial to be located within the park.
Warren Elementary School Playground Equipment Purchase ($30,000): Warren Elementary School is located within the Garden Grove Unified School District, and serves approximately 600 students. The majority of these students fall within poverty guidelines and speak English as a second language. Garden Grove Unified School District requests $30,000 to purchase, ship and install modern and safe playground equipment for these kindergarten students.
Woodbury Elementary School Playground Equipment Purchase ($30,000): Woodbury Elementary School is located within the Garden Grove Unified School District, and serves approximately 600 students. The majority of these students fall within poverty guidelines and speak English as a second language. Garden Grove Unified School District requests $30,000 to purchase, ship and install modern and safe playground equipment for these kindergarten students.
Hazard Elementary School Playground Equipment Purchase ($30,000): Hazard Elementary School is located within the Garden Grove Unified School District, and serves approximately 700 students. The majority of these students fall within poverty guidelines and speak English as a second language. Garden Grove Unified School District requests $30,000 to purchase, ship and install modern and safe playground equipment for these kindergarten students.
Eisenhower Elementary School Playground Equipment Purchase ($30,000): Eisenhower Elementary School is located within the Garden Grove Unified School District, and serves approximately 600 students. The majority of these students fall within poverty guidelines and speak English as a second language. Garden Grove Unified School District requests $30,000 to purchase, ship and install modern and safe playground equipment for these kindergarten students.
Russell Elementary School Playground Equipment Purchase ($30,000): Russell Elementary School is located within the Garden Grove Unified School District, and serves approximately 650 students. The majority of these students fall within poverty guidelines and speak English as a second language. Garden Grove Unified School District requests $30,000 to purchase, ship and install modern and safe playground equipment for these kindergarten students.
