RECOMMENDED ACTION(S):

 

 

1.

Rescind the appointment of Marco Martinez, County Veterans Service Officer and County Veterans Remains Officer, effective at the close of business on January 6, 2017.

 

2.

Adopt a Resolution authorizing the OC Community Resources Director or designee to sign/approve the following documents so long as the County is in compliance with all funding requirements, or has attained authorization from the California Department of Veterans Affairs to waive said requirements:

 

 

a.

The California Department of Veterans Affairs, semi-annual reports and forms required for Subvention, Medi-Cal Cost Avoidance and Veteran Service Office Fund funding.

 

 

b.

The California Department of Veterans Affairs College Fee Waivers and College Fee Waiver Delegation of Authority letter as the County Veterans Service Officer.

 

 

c.

The California Department of Veterans Affairs Delegation of Authority memo.

 

 

 

 

SUMMARY:

 

Authorizing the OC Community Resources Director or designee to sign required California Department of Veterans Affairs forms on behalf of the Board of Supervisors will facilitate continued receipt of funding from the California Department of Veterans Affairs until the Veterans’ Service Officer position is filled.

 

 

BACKGROUND INFORMATION:

 

The California Department of Veterans Affairs (CalVet) provides financial assistance to counties that operate a County Veterans Service Office and that have an appointed County Veterans Service Officer (CVSO). Receipt of these funds is contingent upon county compliance with the California Code of Regulations Section 451, which requires recipient counties to have a CVSO.

 

County of Orange Resolution No. 91-43, dated January 15, 1991, provided authorization for the CVSO to sign the certificates of compliance on behalf of the Board.  Resolution No. 12-096, dated July 31, 2012, provided authorization for the OC Community Resources Director or designee to sign Subvention Certification Forms on behalf of the Board. 

 

On January 6, 2017, Marco Martinez, the CVSO for Orange County, resigned from the County of Orange.  A recruitment has been initiated but the position is currently vacant. Pursuant to Orange County Codified Ordinance Section 1-2-103, the Board of Supervisors shall designate as County Veterans' Service Officer a regular County employee who shall serve ex officio and who shall perform the duties of the County Veterans' Service Officer and Remains Officer without additional compensation.

 

CalVet has identified additional forms and documents, as outlined in the Recommended Actions, that need to be signed in order to receive continued funding. Orange County receives approximately $250,000 annually. The attached resolution enables OC Community Resources to perform the ministerial duty of signing the necessary CalVet forms, to ensure continued funding.
