RECOMMENDED ACTION(S):

 

Approve and authorize the County Purchasing Agent or authorized Deputy to execute Amendment 4 to renew the contract with Rosario Tapia, dba Tapia Landscaping, for landscape maintenance services at the Santa Ana River Trail and Bikeway effective May 1, 2017, through April 30, 2018, in an amount not to exceed $253,502.20, for a revised cumulative contract total amount not to exceed $1,267,511.

 

 

 

SUMMARY:

 

Authorization to renew the contract with Tapia Landscaping will support the provision of landscape maintenance services for the Santa Ana River Trail.

 

 

BACKGROUND INFORMATION:

 

OC Parks utilizes the services of private contractors to perform landscape maintenance services for the Santa Ana River Trail (Trail), which includes both a paved bikeway and an unpaved riding and hiking trail and runs adjacent to the river for 29 miles from Pacific Coast Highway in Huntington Beach to Gypsum Canyon Road in Yorba Linda, plus an additional three miles from Gypsum Canyon Road to Green River Road to be added in the future. The landscape maintenance services provided are for areas adjacent to the Trail and include turf mowing, edging and aeration; shrub trimming; removal of debris and dead vegetation; irrigation system maintenance and repair; hardscape maintenance; and trash collection. After an evaluation of internal resources, it was determined that it would be more cost effective to utilize a contractor for these services.

 

On April 16, 2013, the Board approved contract MA-012-13011419 with Tapia Landscaping for landscaping services along the trail in an amount not to exceed $253,502.20 for a one-year term effective May 1, 2013, to April 30, 2014, renewable for four one-year periods. On March 17, 2014, Amendment 1 was administratively issued to renew the contract through April 30, 2015.

 

Section 3.3-106 of the County Contract Policy Manual requires Board approval of renewals beyond the first renewal of the contract. The Board approved Amendment 2 and Amendment 3 on March 24, 2015, and March 22, 2016, respectively, to renew the contract through April 30, 2017. Amendment 4 has been prepared to renew the contract for the last of its four renewal periods from May 1, 2017, to April 30, 2018, with no change to the contract not-to-exceed amount of $253,502.20. Staff will commence development of a solicitation in the coming year to seek services that continue to be cost-efficient and responsive to public and Department needs.

 

Tapia Landscaping has performed satisfactorily under the contract and approval of Amendment 4 is recommended. This contract does not include subcontractors or pass through to other providers. See Attachment C for the Contract Summary Form.

 

Compliance with CEQA:  The proposed project was previously found to be Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 of the CEQA Guidelines, when the original contract was approved on April 16, 2013.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in OC Parks’ FY 2016-17 Modified Budget and will be included in the budgeting process for FY 2017-18.
