RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Agreement with Community Service Programs, Inc., for provision of Children's Crisis Residential Services for the period July 1, 2017, through June 30, 2020, for a total maximum obligation of $11,180,193.

 

2.

Authorize the Health Care Agency Director or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreement as referenced in the Recommended Action above, for the entire term and within the scope of work set forth in the Agreement, pursuant to Contract Policy Manual Section 3.3-113.

 

3.

Authorize the Health Care Agency Director, or designee, to execute the Agreement as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests the approval of the selection of and Agreement with Community Service Programs, Inc., for provision of Children's Crisis Residential Services to provide services in a non-institutional setting for children and youth who have a serious emotional disturbance.

 

 

 

BACKGROUND INFORMATION:

 

On October 6, 2016, the Health Care Agency (HCA) issued a Request for Proposals (RFP) for qualified organizations to provide Children's Crisis Residential Services. HCA received one proposal to the RFP from Community Service Programs, Inc. (CSP).  Program staff reviewed the proposal and recommended to select and negotiate with CSP.  Successful negotiations have concluded and the proposed Agreement will allow the services to continue for the period of July 1, 2017, through June 30, 2020.  The proposed Agreement has an annual maximum obligation of $3,726,731, for a total maximum obligation of $11,180,193.

 

The Children's Crisis Residential Program provides services in a non-institutional setting for children and youth, ages 12 to 17, who are Seriously Emotionally Disturbed and meet one of three criteria: are at risk for hospitalization but do not meet inpatient criteria; who no longer meet criteria for inpatient psychiatric hospitalization, but would benefit from additional family conflict resolution before returning home; or are returning from extended stays in out-of-home placements and need short-term assistance reintegrating into their homes.  In this setting, clients receive crisis intervention and mental health services, including individual and family therapy and targeted case management focused on linkage with on-going less restrictive levels of service and care. The program provides 24/7 staffing, youth and parent mentoring, education, transportation, and co-occurring disorder services.

 

A need for additional Children's Crisis Residential Services was identified through the Mental Health Services Act planning process.  This Agreement will allow services to continue at three sites.  Laguna Beach and Tustin will have a six bed capacity and Huntington Beach will have a four bed capacity for a total of 16 beds.  The program is on track to serve a minimum of 192 clients and their families this year.

 

During FY 2015-16, the program served 181 clients with an average length of stay of 16 days. The outcome of this program is measured by the number of clients who are maintained safely in the community and out of inpatient facilities during their time in the program and for 60 days after discharge from the program.  89% of clients met the criteria of being able to function in the community between admission to the program and 60 days post-discharge. 

 

The proposed Agreement will have a subcontract with an individual to provide psychiatric services that assist the contractor in carrying out specific service obligations of the Agreement, in an annual amount of $95,460.  See Attachment B for Contract Summary Form.

 

HCA requests that the Board authorize the HCA Director or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreements over the entire term and within the scope of work set forth in the Agreements, pursuant to Contract Policy Manual Section 3.3-113.  The contingency provision would be exercised in the event there is an increase in the projected services needed for the clients being served.

 

HCA requests that the Board approve the Agreement with CSP for Provision of Children's Crisis Residential Services as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement will be included in the budgeting process for future years.

Should services need to be reduced or terminated due to lack of funding, the Agreement contains language that allows Health Care Agency to give 30-day notice to either terminate or renegotiate the level of services to be provided.  Additionally, the RFP states in part that HCA reserves the right to modify RFP; cancel the solicitation at any time, in whole or in part; reject any or all Applications; contract for all or some of the stated services; and/or based upon the County's needs or availability of funding at the time of selection or during contract negotiations, modify the scope of services described herein.
