RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with Community Service Programs, Inc., for provision of Collaborative Courts Full Service Partnership/Wraparound Services for the period of July 1, 2017, through June 30, 2020, with a total maximum obligation of $7,168,557.

 

2.

Approve the Agreement with Orangewood Foundation, for provision of Collaborative Courts Full Service Partnership/Wraparound Services for the period of July 1, 2017, through June 30, 2020, with a total maximum obligation of $2,922,048.

 

3.

Approve the First Amendment to Agreement with Community Service Programs, Inc., for provision of Full Service Partnership/Wraparound Services for Youthful Offenders, to add $420,332 to increase the maximum obligation for the period July 1, 2017, through June 30, 2018, from $2,290,869 to $2,711,201, for a revised total contract maximum obligation of $7,292,939 for the period July 1, 2015, through June 30, 2018.

 

4.

Authorize the Health Care Agency Director or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreements as referenced in the Recommended Actions above, for the entire term and within the scope of work set forth in the Agreements, pursuant to Contract Policy Manual Section 3.3-113.

 

5.

Authorize the Health Care Agency Director, or designee, to execute the Agreements and Amendment as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreements with Community Service Programs, Inc. and Orangewood Foundation for provision of Collaborative Courts Full Service Partnership/Wraparound Services, and First Amendment to Agreement with Community Service Programs, Inc. for provision of Full Service Partnership/Wraparound Services for Youthful Offenders to provide family-focused, client-centered services where individualized service plans are developed across all life domains.

 

 

 

BACKGROUND INFORMATION:

 

Collaborative Courts Full Service Partnership (FSP)/Wraparound Services

 

On December 8, 2015, the Board approved the agreements with Community Service Programs, Inc. (CSP) and Orangewood Children's Foundation (OCF) for provision of Collaborative Courts Full Service Partnership (FSP)/Wraparound Services for the period January 1, 2016, through June 30, 2017.  The current Agreements will end June 30, 2017, and the proposed Agreements will allow services to continue through June 30, 2020.  The CSP proposed Agreement has an annual maximum obligation of $2,389,519 for FY 2017-18, FY 2018-19 and FY 2019-20.  OCF notified the Health Care Agency (HCA) of a name change to Orangewood Foundation on January 22, 2016.  Orangewood Foundation proposed Agreement has an annual maximum obligation of $974,016 for FY 2017-18, FY 2018-19 and FY 2019-20.  

 

The Collaborative Courts FSP/Wraparound Services is designed to serve special populations who have come to the attention of the Orange County Juvenile Court.  The programs will provide family-focused, client-centered services where individualized service plans are developed across all life domains.  They will focus on client strengths and meet the needs of children and transitional age youth with Serious Emotional Disturbances/Serious Mental Illness, and their families in order to promote success in school, employment, safety, wellness, and recovery through a “whatever-it-takes” approach as well as coordination with and/or utilization of available community resources.  The services include direct mental health care; medication support services; individual, group and family therapy; crisis intervention; case management; and supportive services in the community targeting job acquisition, school success, and housing stability.

 

CSP will serve an additional 20 clients raising their minimum to 120 youth at any one time: These youth are under the purview of the Juvenile Delinquency Court, specifically those in the Juvenile Recovery (Drug) Court and those who may or may not currently be wards but who are identified as having significant behavioral health needs by the Truancy Response Program.  A small number of youth who have dual status as both dependents and wards of the Court may be referred to the FSP.

 

Orangewood Foundation will continue to serve 60 youths at any one time who have come to the attention of the Superior Court of Orange County Juvenile Court because of multiple placement problems; specifically, it will support Orange County Boys’ Court and Orange County Girls’ Court which are specialized Dependency Courts.

 

These programs are continuously evaluated by state-mandated performance outcome measures.  These measures include school attendance; employment; inpatient psychiatric hospitalizations; involvement with law enforcement; and homelessness.  These areas are monitored for change and individual client plans are modified to foster success.  The outcomes are measured by comparing the clients’ performance in the program to the year immediately prior to their enrollment. See table below for specific outcomes.

 

The proposed Agreement with CSP Collaborative Courts FSP/Wraparound Services will have subcontractors for psychiatric services, in the amount of $57,720.  The proposed Agreement with Orangewood Foundation will not have subcontractors.  See Attachments G and H for Contract Summary Forms.

 

Full Service Partnership/Wraparound Services for Youthful Offenders

 

On May 21, 2013, the Board approved the Agreement with CSP for the provision of FSP/Wraparound Services for Youthful Offenders who are seriously mentally ill (SMI) and/or seriously emotionally disturbed (SED) for the period of FY 2013-14 and FY 2014-15.  FSP/Wraparound Services are provided to individuals whose need for a mental health treatment program was identified while under the supervision of Orange County Probation Department.  The program is intended to follow these individuals into the community and provide them with the services and support necessary to avoid incarceration and/or psychiatric hospitalization, while promoting education and job acquisition.

 

On May 12, 2015, the Board approved the Agreement with CSP for provision of FSP/Wraparound Services for Youthful Offenders for the period of July 1, 2015 through June 30, 2018.

 

HCA is requesting to amend the current agreement in the amount of $420,332 for new maximum obligation of $2,711,201.  The additional funding will add an additional 20 slots to the current 100 and add contracted psychiatric services.

 

This program provides family-focused, client-centered services with individualized client-driven service plans that focus on client strengths and meeting the needs of SED and/or SMI transitional age youth and their families.  These services promote success in school; employment; safety; wellness; and recovery through a “whatever-it-takes” approach. Services shall include, but are not limited to, intensive in-home case management and wraparound services; community-based mental health services; youth and parent mentoring; supported employment and/or education; transportation; housing; benefit acquisition; linkage to community resources; and respite care.

 

The anticipated outcome of these three programs is to enable clients to adaptively function at a higher and more productive level within the community, which is measured by the State mandated data collection and reporting system.  This model compares the current year to the year prior to a client’s enrollment in the program.  Specifically, the program is evaluated by ongoing assessments of the clients' status related to stability of safe housing, reductions in psychiatric hospitalizations and reduction in the number of days incarcerated, as defined by the State.  In the chart below, homelessness, psychiatric hospitalization and incarcerations are based on the total number of incidents for clients enrolled in the programs at the time the data was collected.

The proposed Agreement with CSP FSP/Wraparound Services for Youthful Offenders will have subcontracts for services.  See Attachment I for Contract Summary Form.  CSP will subcontract for psychiatric services. In addition they will subcontract with the following to provide Work Experience Program Services in an annual amount of $110,139: Advance Beauty College; Bella's Kitchen; Fullerton Interfaith Emergency Services Inc. dba Pathways of Hope, Hart Community Homes, dba Monkey Business Café; McDonald’s San Clemente; McDonald’s San Juan Capistrano; OCSA, Inc.; Veterans First; Viktor Bene’s Bakery; and Working Wardrobes, Inc.,

 

HCA requests that the Board authorize the HCA Director or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreements over the entire term and within the scope of work set forth in the Agreements, pursuant to Contract Policy Manual Section 3.3-113.  The contingency provision would be exercised in the event there is an increase in the projected services needed for the clients being served.

 

HCA requests that the Board approve the Agreements with CSP and Orangewood Foundation for Provision of Collaborative Courts FSP/Wraparound Services and approve the First Amendment to Agreement with CSP for Provision of FSP/Wraparound Services for Youthful Offenders as referenced in the Recommended Actions.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, the Agreement contains language that allows Health Care Agency to give 30-day notice to either terminate or renegotiate the level of services to be provided.  Additionally, the RFP states in part that HCA reserves the right to modify RFP; cancel the solicitation at any time, in whole or in part; reject any or all Applications; contract for all or some of the stated services; and/or based upon the County's needs or availability of funding at the time of selection or during contract negotiations, modify the scope of services described herein.
