RECOMMENDED ACTION(S):

 

 

1.

Approve plans, specifications and bid documents on file at OC Waste & Recycling for the La Pata Viewshed Mitigation Phase III No. C011980 at the Prima Deshecha Landfill.

 

2.

Authorize the Clerk of the Board to advertise the La Pata Viewshed Mitigation Phase III for bids and set 2:00 p.m. on April 19, 2017, as the time and date of bid opening.

 

 

 

 

SUMMARY:

 

Approval of the project documents for the La Pata Viewshed Mitigation Phase III and authorizing the Clerk of the Board to advertise the project for bids will support continued operations and compliance with state and federal regulations at the Prima Deshecha Landfill.

 

 

BACKGROUND INFORMATION:

 

OC Waste & Recycling is responsible for managing the County's solid waste disposal system including, South Region Landfills that consist of the active Prima Deshecha Landfill and five closed solid waste disposal sites. The Prima Deshecha Landfill was opened in 1976 to meet the solid waste disposal needs of the southern portion of Orange County.

 

The major components of this 3.5-acre project are the installation of an irrigation system, mature trees, native shrubs, and hardscape improvements. Hardscape improvements will include a concrete retaining wall, decomposed granite walkways and drainage channel realignment with dry creek stone and gravel. The dry creek stone and gravel drainage will assist in decelerating rain water runoff while the decomposed granite walkways will offer safe passage ways for pedestrians and employees when traversing between site buildings and facilities.

 

The Statewide Industrial General Permit implements the federally required storm water regulations in California for storm water associated with industrial activities discharging to waters of the United States. Installation of the described soft and hardscape improvements will aid storm water runoff and erosion control for the site.

 

With the recent opening of Avenida La Pata and new residential communities fast approaching the Landfill boundaries, OC Waste & Recycling is taking a proactive approach to visually screen landfilling operations and facilities with natural vegetation. Mature evergreen and deciduous trees have been selected to provide instant screening. The use of trees will also effectively act as a natural wind barrier to disrupt prevailing wind patterns and reduce odors, noise and dust from migrating into the adjacent communities. Shrubs have been selected based on native species and sized to fill in areas between trees and provide ground cover to lessen rainwater runoff. Water conservation has also been considered with the selection of the trees and shrubs while still maintaining the desired screening effect.

 

Compliance with CEQA: This proposed project is a necessarily included element of the project considered in Final EIR No. 575 for the Prima Deshecha Landfill General Development Plan, certified by the Board of Supervisors on November 6, 2001, which adequately addressed the effects of the proposed project. No substantial changes have been made in the project, no substantial changes have occurred in the circumstances under which the project is being undertaken and no new information of substantial importance to the project which was not known or could not have been known when Final EIR No. 575 was certified has become known and therefore no further environmental review is required. Final EIR No. 575 is on file with the Clerk of the Board.
